Libertas Omnium Maximus is subdivided into fifteen semi-autonomous provinces. Each province maintains its own legislature and retains the right to sue the federal government and other provinces, with such cases being heard directly by the Maximusian High Court. Maximusian citizens pay taxes to both the federal government and their provincial government, in addition to applicable local municipal or town councils. Of the fifteen provinces, eight were incorporated by default following the ratification of the Maximusian Constitution in 1840, while seven additional provinces were incorporated between 1848 and 1892.

Structure and Government

As a federated republic, Libertas Omnium Maximus is subdivided into fifteen constituent political entities, "provinces," which are self governing and share sovereignty with the overarching Maximusian Republic. In accordance with provisions of the Maximusian Constitution, provincial governments consist of an executive governor, directly elected by the province's denizens, and a unicameral provincial assembly. Provinces are subdivided further into municipal administrative entities, often called "diocese," "communes," or, more neutrally, "councils." The administration and structure of these subdivisions is not federally governed, and varies highly from province to province. Some large cities may be organized as "metropoles," small autonomous enclaves within larger councils, such as Litudinem. Metropoles are functionally identical to regular councils, but generally do not contain further administrative subdivisions. Provinces are charged with providing for their own denizens by establishing and maintaining public education, law enforcement, infrastructure, and managing public health. Provinces must maintain provincial volunteer militias, but may not conscript their denizens or establish a "standing army."

In 1990, the Maximusian High Federal Court ruled that provinces do not have a constitutional right to secession following the 1990 Bjeorg independence referendum. In the years that followed the Crisis in Bjeorg, additional suits clarified that federal injunctions may block specific individuals (such as secessionist conspirators) from holding provincial offices, even if they are voted into office by a province's constituents.
