"Today, Huenya truly begins rising from the ashes."

Great Speaker Texōccoatl stood confidently on the steps of the Federal Election Commission, addressing the media. "Today, Huenya marks a major milestone in our striding towards democracy and equality. When I cut this ribbon, the doors to our new election commission will officially open. One hour after that, at noon, early voting will officially begin in our first ever national, regional and local elections. At noon today, despite everything we have endured during the war and its aftermath, Huenyans in their millions will begin showing the world exactly what we are made of. With our resilience and determination unshaken, and our desire to join the ranks of the democratic and free nations of the world unswayed, the Huenyan Federation will complete the first free election ever held on Huenyan soil. We will turn the page on centuries of oppression and tyranny, and begin a new era. I hope that the rest of the world is as excited as we are for this monumental event."

With a slight flourish, Texōccoatl raised the scissors he was holding and cut the ribbon that was ceremonially draped over the doors. As the blue and gold ribbon fell to the ground, the doors to the commission swung open. The Great Speaker put down the scissors, cheering and clapping with everyone else in the crowd.

Palace of Flowers, Tlālacuetztla
11:00 am

Watching the broadcast from Huenya, Calhualyana snorted in contempt. She took a sip of her morning coffee, before looking over to Tochuitli, her new Security Minister. "I assume IIA is ready to deal with this?"

Tochuitli smiled darkly. "Imperial Intelligence is already in touch with our 'friends' in Huenya. If the Huenyans want to have an election, so be it, but they will find it to be anything but a smooth one."

The Empress nodded, taking another sip of coffee. "Good. I want a daily report of how our operation there is going. Make sure our 'friends' there have everything they need."

Secret location, rural eastern Huenya
11:00 am

As he watched the broadcast from the main base of operations for the Golden Blade, Commander Mictlāntēcutli snarled.

"Mictlāntēcutli" wasn't his real name; he had taken the name of the god of the dead as a nom de guerre because it suited his intent. In his mind, anyone who supported the Huenyan government or opposed the Xiomeran Empire was a traitor. And traitors deserved only death. It was the intent of the Golden Blade leader to make sure that was exactly what the traitors earned.

While the name was fake, the title was real. Mictlāntēcutli had been a commander once, in the Xiomeran Imperial Army. After the war, he had two options: retreat back to Xiomera proper, like so many did, or stay and fight for what he considered his home and the rightful order of things. Mictlāntēcutli had never retreated from a fight, and he had no plan to do so now. The so-called Huenyans, and their foreign lackeys, would pay for what they had done. And someday, Huenya would indeed be united - under Xiomeran rule, as it was meant to be. The lands of Huenya had been bestowed on the Xiomerans by the gods, and he would fight to regain what he had been lost.

And if that was successful, someday, a restored Xiomeran Empire would punish the foreigners who had dared to help secessionist rabble tear apart his country for their own agendas. If he was fortunate to live long enough to see that day, he would help lead that fight also.

"Commander? The liaison is here to see you," one of his aides said. Putting his pleasant thoughts aside for now, the Commander stood up and walked with his aide to a nearby greeting area. "Good morning. Pleasure to see you, as always," the Commander said.

"The pleasure is all mine," Calxochitli replied with a smile. The agent with Imperial Intelligence handed Mictlāntēcutli a packet. "More supplies and equipment coming for your people. Shall we discuss the delivery?"

Mictlāntēcutli grinned eagerly, and gestured for Calxochitli to follow him.

Necuatexi, Necatli Region
11:00 am

The new leader of the Necatli people was watching the broadcast from Chuaztlapoc as well. He had mixed feelings.

Macochu, the son of Huacue, was now tasked with leading his people after his father's arrest for war crimes. Like many Necatli, he felt that the arrest and prosecution were politically motivated, or possibly payback for Huacue's role in forcing Yauhmi to abdicate. But Macochu knew something many Necatli did not: his father had committed the crime. Huacue had told him that he had ordered the execution of an unarmed, unresisting Xiomeran commander who had surrendered. What was more, Huacue had told his son that he had absolutely no regrets about it. "Even if they punish me for it, that man ran an internment camp where many of our people suffered and even died. He deserved death, whether I delivered it to him or some court in Chuaztlapoc did it. Whatever this court decides, I would have done it again," Huacue had said.

Macochu also felt that the Imperial Army commander who ran the internment camp did, indeed, deserve death. But he was not as sure that his father had been right to act as judge, jury and executioner. That's how the Xiomerans do things, he had thought after his father confessed to him.

He believed that the Necatli lands, and Huenya as a whole, had to be a place where laws were obeyed, and a just legal process followed, for any of its people to be free or for there to be true justice. But he wasn't sure if he could simply agree to let some court send his father off to prison, or worse. He also wasn't sure that he could support the people in Chuaztlapoc who would decide his father's fate, if they chose harshly.

On the eve of a historic election that would determine the future of Huenya, the new leader of one of its component states was finding his loyalties severely tested.

Chuzatlapoc
Election Commission HQ
12:00 noon

As the clock struck noon, with the cameras rolling, Great Speaker Texōccoatl pressed a button.

With a bright and cheery-sounding chime, a large digital clock came online at the top of one wall, showing a countdown to Election Day. Computers began running, and election workers began connecting systems to their counterparts scattered around Huenya. A combination of Huenyan technical know-how and foreign aid had put together quite an efficient election system.

As the election commission's network came on-line, early voting sites around the country began opening their doors, with tight security at many of them. Election workers and foreign observers began gathering at the voting sites, the day's work ahead of them. From noon to 8 pm for the next seven days, early voters would begin casting their votes.

Despite the misgivings and opposition of some, the moment that had been the subject of much anticipation, hope, politicking and campaigning for Huenyans for almost a year had finally arrived. The first election for a free Huenya was now officially underway.

2021 IDU Film Festival

Venue
The 2021 International Democratic Union Film Festival will be hosted in the James C. Everett Center for the Performing Arts in Lumeniola, the "art capital" of Libertas Omnium Maximus. Home to roughly 1.35m citizens, Lumeniola has been the center for Maximusian cinema for more than four decades and is home to more than two dozen major film studios including Riverbend Production Company and Claire Miller Films. The art center itself overlooks the Avos river, and is adjacent to the Celestial Hotel and Spa, a five-star resort. 

The opening ceremony, co-hosted by director/producer Austin Brooks (The Wait, Never Enough?, and The Crimson Experiment) and actress Angela Collins (Out of My Head, The Time for Ending Things, and Clarinet), will take place on Saturday, December 18, and will be followed by screenings of each nominated film over the following days. Judges and winning exhibitors will have their travel and accommodation expenses reimbursed within reason.

Best New IDU Film:
- Entries must be films produced primarily or entirely within an IDU nation and not released outside their nation of origin before the end of the most recent Film Festival in November 2020.

Best Actor in an IDU Film:
- Entries must be actors/actresses of any sapient species who has appeared in a film produced within an IDU nation in the last eight years.
- Entry should consist of details about the actor/actress and must cite a specific film they have appeared in.

Best Documentary/Non-Fiction Film:
- Entries must be non-fiction films produced primarily or entirely within an IDU nation within the last four years.
- Entry should consist of a synopsis of the film, language(s) spoken, any relevant production & background details.

Best Foreign Film:
- Entries must be films produced outside of the IDU, not released outside its nation of origin more than two years ago.
- Entry post should consist of a plot synopsis, language(s) spoken, list of main characters & actors, any relevant production & background details.


Award
As always, winning exhibitors will receive statuettes bearing the name of their film, the category they won in, and the name of the festival. Winners for Best New Film will also be given right-of-first-refusal for hosting the 2022 IDU Film Festival.

OOC Details
The period in which entries will be accepted will last from 12:00PM (US central time) December 18 until 12:00PM January 1 (or host discretion). The voting period will begin immediately after the closing of nominations and last an additional two weeks. All players having submitted at least on entry to any category will be allowed to vote in EACH category.

This thread is for the purpose of adopting a new constitution created by Sanctaria. All members of the IDUSA who have not ceased to exist are eligible to vote.

Voting will open at 12:00 AM EDT on December 14th and will close at 12:00 AM EDT on December 21st, 2021.

If the Constitution is approved then the IDUSA will cease to exist as a body being replaced by the RP based Council of IDU States

Hello all,

After some discussion with the Delegate's Council, we feel that it would be best to properly align the constitution and regional governance of the International Democratic Union to match better a region of (a) our size, and (b) our expertise, which is roleplay, nation-building, and cultural development.

It's time, we feel, to abolish IDUSA and bring back something familiar from our past, CIDUS. CIDUS, the Council of IDU States, was an IC/RP body at a time when the IDU wasn't big into IC/RP. But now the IDU is ready for that kind of IC, UN-esque body that can better reflect intra-regional politics etc. This time, though, we'll give it a different name - the League of IDU Nations, or LIDUN.

It's also time to separate Delegate from regional governance. There is no reason why the Delegate should also be the regional leader. It means people whose focus is on RP, are dragged into a mainly OOC role, or have to be members of the WA if they want to be the regional leader, when that might go against regional canon. Our proposals are that LIDUN elects a President who is the IC and OOC leader of the region, and then we have a Delegate whose job is to vote on WA proposals as per the region's wishes. 

Please see below for our draft constitution. Your thoughts are appreciated.

Constitution of the IDU

§1 - Rights of Member Nations
  1. Nations in and of the International Democratic Union are sovereign. No law can compel them to act in a certain manner in issue selection, WA membership votes, and votes in the region.
  2. Participation in any regional body is voluntary. Participation in the World Assembly is voluntary.
  3. No Nation in the International Democratic Union shall be ejected or banned without reason, or avenue for recourse. The Regional Founder(s) shall have final say in matters of regional security. Exceptions to recourse shall exist for those considered by majority vote of the Regional Founder(s) and the regional government authority to be fundamental threats to the region.
§2 - Regional Governance
  1. All matters of regional governance not otherwise laid out by this Constitution is reserved to a regional body called the League of IDU Nations.
  2. All IDU states are entitled to apply to join the League of IDU Nations. 
  3. The League of IDU Nations will be, except where determined otherwise by this Constitution or the body itself, considered an In-Character (IC) body, and may make laws for, and resolve differences within, the region.
  4. The League of IDU Nations will operate on a one player, one vote basis for all Out of Character (OOC) matters including elections. The League of IDU Nations may regulate membership and voting rights for all IC matters.
  5. The League of IDU Nations will elect a member nation to be President of the body for a term of office not exceeding one (1) year in length. This term length may be shortened by the body itself, should it so choose to do so.
  6. The President of the League of IDU Nations will act as the OOC head of state and government of the region for the length of their tenure. The player whose nation is selected as President will be responsible for all OOC foreign and domestic policy of the region, save for regional security and World Assembly matters which are the sole responsibilities of Regional Founder(s), and the World Assembly Delegate respectively.
  7. The player of the nation elected as President of the League of IDU Nations will also act as the IC leader of the League of IDU Nations. Powers related to the IC role of President will be regulated by the League of IDU Nations. 
  8. No player may be elected to the position of President of the League of IDU Nations for more than two consecutive terms.
  9. The President of the League of IDU Nations may be elected to office, and removed from office prematurely, in a manner to be decided by the League of IDU Nations.
  10. The President of the League of IDU Nations may delegate some duties of OOC governance to other nations/players, but they too must be members of the League of IDU Nations for the duration of such delegation.
  11. The President of the League of IDU Nations may also delegate some IC duties to other member nations of the League of IDU Nations. Such duties which may be delegated shall be determined by the League of IDU Nations.
§3 - World Assembly Delegate
  1. A nation may be selected by the League of IDU Nations to be the region’s World Assembly Delegate. It is not required for the nation to be a member nation of the League of IDU Nations, but they are required to be, and to remain, members of the World Assembly.
  2. The nation selected as World Assembly Delegate shall enjoy a tenure in office with no defined limit.
  3. The World Assembly Delegate shall leave office via retirement, ending their membership of the World Assembly, ceasing-to-exist, or impeachment by the League of IDU Nations. The League of IDU Nations shall make their own provision on reasons for impeachment, and the manner, vote threshold, and other such provisions that an impeachment vote should take.
  4. Except for required formalities in the League of IDU Nations where necessary, the World Assembly Delegate shall be an otherwise OOC position.
  5. The World Assembly Delegate may require nations not to exceed a certain number of endorsements. The World Assembly Delegate may request the Regional Founder(s), with agreement from the President of the League of IDU Nations, eject nations that threaten to unseat the World Assembly Delegate via endorsement count.
  6. The World Assembly Delegate position should remain a non-executive position in the context of regional security and controls.
  7. The World Assembly Delegate is required to vote in the General Assembly, Security Council, or any other World Assembly body in a manner that reflects the region’s wishes. The World Assembly Delegate is required to post on the Regional Message Board at the time of their vote, and the manner of how they voted. The World Assembly Delegate may, from time to time, abstain from voting if they are of the belief the region is equally, or close to equally, divided.
  8. Notwithstanding the above provision, the World Assembly Delegate may vote on behalf of the region in the General Assembly, Security Council, or any other World Assembly body, according to their own beliefs and their own position provided that their vote at close of voting ultimately reflects the will of the region.
  9. The World Assembly Delegate shall have discretion to approve proposals made to the General Assembly, Security Council, or any other World Assembly body.
§4 - General Provisions
  1. This Constitution may be amended by a two-thirds majority of members present and voting.
  2. This Constitution takes effect upon majority of members present and voting of any existing regional body. Such a regional body will become extinct upon the passage of this Constitution. This clause may be removed upon passage.

A number of Eirians stood on the concrete outside Taugen Airport's private wing, patiently waiting for a number of esteemed guests to arrive. A Chancellor, a pair of ministers, and two Senators stood in a roughly double-file fashion, the Eirian head of state standing in front. "It feels almost too quiet without the press watching." Alice Lancaster observed, glancing around. Usually the silence would be filled by Leah Stendē, the cheerful Vice Chancellor, but she was waiting at the venue. Having all of the major members of government in a single unsecure place wouldn't exactly be the best idea, given the state of the worl

Alice glanced at Senator Lynn Morrin, who looked relatively uncomfortable in the awkward silence. Why did Will choose her for a diplomatic welcome? The members of the delegation were also members of the fragile Serso Coalition, a union that was already stressed by the recent death of a High Court Justice. How are we going to be able to keep it together enough to form a union?

The first group to arrive were the Huenyan delegation. While Texōccoatl had engineered the idea of talks, it was decided that the embattled Vice-Speaker of Huenya needed a signature accomplishment. Anything to help him fend off rivals from both his own party, and opposition parties, in the final run-up to the Huenyan elections would be beneficial.

As his official plane came to a halt, Tiacihitli was briskly finishing up his briefing with his advisors. Representatives from the Defense, Trade and State Departments had made the trip with him. With a nod, the Vice-Speaker led his team down to the tarmac. It was the first official state visit by a Huenyan leader since the IWC, and the Huenyans managed to make it look good. A small group of Shorn Ones in their face paint and simple uniforms, and dark blue-suited FIS agents, shadowed the Huenyan officials as they reached their hosts. “Good morning, and thank you all for greeting us. We are very happy to be visiting Eiria on such a momentous occasion,” Tiacihitli said.


"We are glad to welcome you to Eiria! This is truly an amazing moment in history. I hope you find our hospitality satisfactory." Lancaster turned and gestured to the four Eirians behind him, each one giving a nod or shallow bow to the Vice Speaker. "May I introduce you to my fellow delegates? I expect you know of Ministers Alice Lancaster and Derrick Hale by now. Joining them we have Senators Lynn Morrin and Lira Castillo, two esteemed members of our government."

”I am honored to meet all of you, and to be here representing a free Huenyan state. Please allow me to introduce our Secretary of State Huitzilhuani and our Secretary of Trade Yaochtzin,” Tiacihitli said. “You may also be familiar with our Defense Secretary, Tlanexchel, from his role during the civil war.” Unlike the other Huenyan leaders, who were dressed in business attire, Tlanexchel was wearing a dark blue outfit styled similar to a Huenyan dress uniform but without insignia. Tlanexchel nodded politely to the Eirians.

"It's a pleasure to meet you both, and to see you again, Mister Secretary." He bowed to all three Secretaries before turning back to Tiacihitli. "Would you like to head to the venue now? We have to wait for the Milintican delegation to arrive, but you could always go ahead. Alternatively, you could wait with us. We have plenty of drivers for either option."

”I don’t mind waiting,” Tiacihitli said. “The Milinticans can be a touchy lot sometimes. It’s probably best if we greet them together.”

They wouldn’t have long to wait. Soon, the official Milintican state jet was touching down. It was a bit smaller and older than the Huenyan one, but very brightly painted in the Milintican national colors. Once it pulled to a stop, the Milinticans began walking down. President Matōchmizalo was leading the group, followed by several Milintican officials and a few blue-and-red uniformed National Police. A single man in a black suit with red tie followed at a distance.

“Hello!” Matōchmizalo said in an eager tone as they arrived. “Thank you for greeting us with such a large group, Chancellor. We have been looking forward to our visit.” Matōchmizalo looked over to the Huenyan delegation. “And greetings to you also, Vice-Speaker. We’re pleased to see you as well. I am surprised the Great Speaker has not come though.”

“Texōccoatl sends his regards. He is quite sad to not be able to attend. However, given the security situation in Huenya right now, it was deemed best that at least one of us remain in Chuaztlapoc.” Tiacihitli’s expression was one of perfect blandness.

“Of course,” Matōchmizalo said, his slight smile indicating that he had a good idea why Tiacihitli had been the one to make the trip.


The Chancellor looked between the two world leaders with a small smile, attempting to reveal no emotion except for casual, polite satisfaction. "Our vehicles are waiting outside, if you and your delegations would like to head to the venue. It's a bit outside the heart of Geminus, but still well inside the city. I haven't been to Mazoir dei Solovs before, but I've heard it's a beautiful place."

 Both leaders nodded in agreement, and soon they were in their vehicles heading to the venue.

Tiacihitli couldn’t help but admire how peaceful and orderly everything seemed in Geminus. It was a far cry from the chaotic nature of things in Huenya at the moment. He genuinely hoped that his own country would stabilize and redevelop quickly so that it could be as peaceful and prosperous.

Matōchmizalo, meanwhile, viewed the Eirian capital with mixed emotions. It was very nice, but he still felt that capitalist systems tended to be exploitative. He wondered what the poorer sections of Geminus really looked like, and if the image of pleasant prosperity was a facade for the lucky few.

The highly-guarded motorcade took a more scenic route through Borean and the wealthier northern suburbs, keeping the famous Geminus skyline close, but still distanced. The cars turned onto a long uphill driveway, passing through a large metal gate surrounded by guards.

The Chancellor waved to the delegates as they exited their cars. "Welcome to Mazoir dei Solovs, or in English, 'Solovs Manor'. This was previously owned by a wealthy baron family for centuries, but after unification, the family couldn't afford to maintain it. So, it was sold to the Eirian government for a quarter of what it was worth." He gestured to the well-maintained but visibly old façade. "It's quite old. Now, it's rented out for galas or art auctions, and maintained by the Eirian government."


”It’s a worthy thing that such a building, once owned by a wealthy elite, has been repurposed for the public good,” Matōchmizalo said approvingly. Tiacihitli maintained his bland expression from earlier, and silently congratulated himself for not rolling his eyes at Matōchmizalo. “It’s a very lovely building. Preserving historic structures is always admirable, especially ones as elegant as this,” the Vice-Speaker said.

"I couldn't agree more. Now," The Chancellor took a few steps toward the door. "Shall we?"

The Solovs Manor had a large foyer, with tall ceilings and murals running up and down each huge wall. It was evident that the manor had seen many remodels, as little bits and pieces of each time period's design style could be seen all throughout the room, seeming slightly out of place.

Lancaster lead them down an equally grand hallway before making a left turn, waiting a moment as the stationed guards opened the doors. "This is where we'll be meeting today. Please, take a seat."

The room looked as if it had previously been an extravagant ballroom. Polished dark wooden floors and a large, intricate chandelier created a contrast in lighting, making the entire room very slightly yellow in tint.

In the middle of the room, there sat four large tables, each one curved towards the others to allow for conversation. Seated at one was Eirian Vice Chancellor Stendē, who stood quickly as they answered.

Another one of the tables was filled with the Aurian delegation. Queen Sophie and Acting Prime Minister Arquette bowed to the incoming delegations as they entered. "Vice Speaker, Mister President. It's a pleasure." The Queen spoke, appearing grateful, but exhausted.


”The pleasure is ours, your Majesty,” Tiacihitli said. “I’m glad to see you and your team here. Please know that the Huenyan people stand with you and will do everything we can to help you restore the legitimate government of Auria to power.”

Matōchmizalo nodded. “As will the Milintican people. We all have to stand together against this shadow war being waged by the Xiomeran Empire, so it’s good we’re all here today.”


 The monarch nodded her thanks. "That's great to hear. And I'm glad to have been invited here. We are glad to stand among the democracies of Caxcana against Calhualyana." She sat back down. "I was quite intrigued to hear of a potential union. An alliance like this is unprecedented."

”It truly is,” Tiacihitli said as he sat down. “I don’t think anything like this has been tried before in our world. If we can convince other nations in Caxcana to join us, this potential union could be a game changer.”

“Let’s start by convincing each other first,” Matōchmizalo said with a laugh as he also sat down. “We have a lot of details to work out for this to succeed."

"Yes, we do." The Chancellor folded his hands. "Let's start with the basics. First off, name and languages. Although it may not be the most important thing, a good name or abbreviation could boost this union's public visibility greatly. And it has to be a name that works well in all of our languages. English isn't exactly a good indicator for what may translate well into other languages..."

 ”I would also add that we want to avoid any name that would have militaristic or aggressive overtones. Anything like ‘alliance’ or ‘coalition’ or ‘defense’ or ‘pact’ would be best to avoid. Perhaps something with the words ‘union’ or ‘organization’ would be more benign,” Tiacihitli said.

"Agreed. I personally like the word 'union' in this instance. It's short and to the point, plus it sends a message. Now, the adjective to attach to it may be a bit harder to pin down. 'Democratic Union' might insult some of our non-Caxcanan friends, so that's off of the table I think. How long should the name be?" Lancaster spoke precisely, eyeing everyone in the room for any potential input.

”A shorter name is better for convenience and name recognition. Perhaps something like ‘Southern Union’ or ‘Union of Caxcanan States?’ Tiacihitli suggested.

Prime Minister Arquette nodded. "I like the latter one. Plus, it'll piss off Calhualyana a bit. I heard about Calhualyana's wedding. Two 'Unions' in a short period. That should put a scowl on her face." He said, framing his comment like a joke. The humor didn't reach his eyes, which were filled with loathing.

”We can only hope it does, and that our union lasts far longer and is far more fruitful than her so-called marriage.” Matōchmizalo nodded to Arquette. “Anything that makes that tyrant upset is well worth doing. The latter name suggestion works for me also.”

The Eirians looked amongst themselves, slowly nodding. "That would work. Now, let's move on a bit to the Military parts of this union. Joint drills, I assume, as well as some joint bases?" Lancaster asked, carefully monitoring the faces of the other Eirian delegates. There had been some reservation about how integrated a joint military would be, so he was careful to watch and talk through any hesitation.

”Joint drills, definitely. Joint bases in Milintica will be a tougher sell. Some of my people are very protective of our sovereignty. But when I explain that this union will make us all better able to resist both Xiomeran aggression, and any potential aggression from outside of Caxcana, that should make it work,” Matōchmizalo said.

Tiacihitli nodded. “We also have no reservations concerning joint bases and drills. We are already working on joint projects with Eiria, so adding Milintica to the group and making it more of a Union initiative just makes sense. What we may need to consider is just how far we want to go with military integration.”


The Eirians glanced among themselves. Leah Stendē spoke up, breaking the awkward silence. "Some in Eiria, including myself, are hesitant to completely integrate our military forces. We would potentially support a joint command or partial integration, but we would prefer to keep a national security force of our own." She paused. "We would also like significant checks and balances on Military action, for obvious historical reasons."

”We have the same issues,” Matōchmizalo said. “We could support a joint command, with standardization of equipment, and strong checks and balances for when and where our joint forces will act.”

Tiacihitli nodded. “I would personally favor a closer integration, but I already know many in Huenya will not. A joint command, subordinate to some kind of civilian control within the Union, would be best.”

"I'm glad others share our concerns. This makes everything much easier." Lancaster quipped, attempting to quietly fidget with a pen. "It seems we are mostly on common ground regarding military action, which is great. Now, I have a feeling the economic and diplomatic aspects may be slightly more complex."

”The economic aspects will be challenging,” Matōchmizalo said. “I have to modernize our economy, but if I make too many concessions too quickly, there will be domestic opposition. We cannot be seen as being overtly capitalist.”

Tiacihitli looked concerned at that. “This hopefully will not be too difficult an issue to resolve. For our part, Huenya does favor a free trade model, with modifications to ensure workers’ rights and environmental protections. We also do not favor some kind of dual structure where Milintica falls under a different set of standards. In trade it is important that everything is standardized and that everyone is on the same page.”


 Lancaster glanced between the Huenyan and Milintican leaders. "I would agree that standardization is ideal in this situation. We could use a gradual rollout of some programs in order to reduce hesitation. We do also favor a modified free trade model, and would prefer if it was consistant. That being said, we are open to hear any ideas the Milintican government may have to reduce public outcry regarding united economic policy."

”If we position these arrangements domestically as more of a modernization and shift towards a social democracy model, that should hopefully prevent too much outcry within my country,” Matōchmizalo said. “While the public services and the collective ownership of many institutions is popular in Milintica, our economic struggles over the years are….not as popular,” Matōchmizalo said with a shrug.

 Senator Lynn Morrin spoke up after a moment, after swallowing one of her trademark snarky comments. "Economic hardships are never pleasant, for anyone involved. We are glad that we can overcome our collective issues together, in a way that will benefit all of us." She paused. "Worker's rights are incredibly important to protect with this union. We don't want corporations to be able to take advantage of workers via a loophole. I also don't want Eirian businesses to shift all of their manufacturing to somewhere where they can pay their workers much less for the same work. It's a delicate balance, and we will have to be incredibly careful that we don't sell workers down the drain with this union."

”That will be a concern for Milintican workers as well, for the reverse reasons. Our industries are admittedly uncompetitive at the moment, and we would fear them being driven into failure by foreign products,” Matōchmizalo said. “Measures to prevent outsourcing and protect domestic industries may be desirable.”

“We would agree with this, simply because Huenyan industries are just barely returning to functionality due to our partnership with Laeral,” Tiacihitli added. “We will also need some time to return to full competitivenes."

"I'm glad we're in agreement. Without domestic industry, the economic portion of this union would be almost pointless. Although Eiria's economy is running at full force, due to years of rebuilding, our growth is regrettably stagnating." The Chancellor sighed. "It's a bit of an unfortunate admission to make, but it's still true nonetheless. We've had nowhere to go but up for years, we were bound to plateau out. Hopefully this union could remedy this." 

He continued. "Now, if you all don't mind, it may be prudent to discuss some more diplomatic matters, such as free movement, joint passports, and other benefits for our citizens."

”An excellent suggestion. Milintica favors free movement and joint passports,” Matōchmizalo replied.

“We agree with that, and would also recommended expedited customs for member states and an expedited entry queue at ports of entry. As for additional benefits, we would like to suggest opening up each others’ colleges and universities to joint research and study abroad programs. I think we would all benefit from that.” Tiacihitli had a hopeful expression on his face at that last point. “Perhaps in the future, we could even have some sort of Union-wide university.”


"Those are all excellent ideas, and Eiria will support them. I also personally love the idea of a lingual exchange. Languages like Paora aren't commonly learned in Eiria, which is quite a shame. This whole union would work much more efficiently with a lingual exchange and joint education programs." Lancaster smiled fully, glancing around at the other leaders.

”We seem to be in agreement on the basic foundations of this union, at least. There is one other matter of interest to Huenya. If we decide to offer membership to other nations in Caxcana in the future, is there a set of basic standards we should establish? At a minimum, I believe we should set a baseline expectation that any prospective future members have a democratic and representative system of government, a free judiciary and press, and an acceptable record on civil and human rights as well as worker’s rights and environmental issues,” Tiacihitli said with his own smile.

The Eirians looked among themselves, nodding. "That set of expectations is a good idea. Unifying our democratic Caxcanan allies against aggressive forces is the true point of this, after all." Leah Stendē as content as the rest of the Eirians, speaking with reserved excitement. The Aurian delegation also looked content, if not slightly afraid to speak up.

Matōchmizalo seemed as pleased as everyone else. “I think we have a pretty good baseline foundation for the diplomats and the bureaucrats to finish with, then, unless anyone else has any suggestions.” He had noticed that the Aurians hadn’t spoken much, and looked at them with a pleasant expression as if inviting them to speak.

The Aurian Queen cleared her throat. "We are quite content with these developments. Unifying our nations is an amazing cause. However..." She seemed to glance at her compatriots before continuing. "I do have one concern. If integrating our military forces takes precedent, I'm worried that Auria may be set on the back burner."

”I can assure you, we won’t let the matter of restoring your government to power be forgotten or pushed aside. In fact, we have to ensure that we do everything we can to reverse the coup no matter what.” Tiacihitli’s voice took on a very sober tone. “If the coup in Auria is allowed to stand, it will set a precedent. And then we will all find ourselves on Calhualyana’s list of potential vassals. I do not personally believe her one bit when she claims she no longer seeks control over Huenya. I also don’t believe that Huenya alone is her goal. Merely restoring the old pre-civil war Empire is not her plan at all. She seeks an even greater Empire, and we are in her way. So, your Majesty, we can never yield on the matter of your return to power. Our own survival depends on it.”

Matōchmizalo nodded grimly at the Vice-Speaker’s words.

The Queen nodded. "Thank you. Other than that, I don't believe we have any further objections. I am quite glad we are mostly unified on how we want to unify."

Chancellor Lancaster tapped his pen on the table. "Well, that's most of the basics covered. Shall we break for lunch? I was informed the kitchens are up and operational, so I can inform them that we're ready at any time." He looked around the room. "I can't fully express my appreciation that you all were willing to meet here. Thank you all for making the trip."

”Lunch would be ideal,” Matōchmizalo said with a laugh. “Building alliances can be hungry and thirsty work.” Tiacihitli nodded at that sentiment. “I would agree, and thank you for the invitation as well.”

"Of course." The Chancellor stood and spoke to an aide for a moment, before taking his seat again. "I hear they have quite the feast planned. I hope it is to your satisfaction."

After a short wait, the tables were filled with elegant plates and bowls, with fine silver set out for each guest. Each occupant was given a bowl of a creamy soup and a light salad of greens and oils, as well as thin slices of cheese. The main courses were large portions of fish in a fragrant garlic sauce, cuts of steak with a tomato-based sauce, or large dumplings filled with vegetables. Each course was accompanied by a fair helping of stewed vegetables and slices of flavorful bread. Fine wineglasses filled with water sat to the right of each dignitary.

The waiters worked fast, quick to recall each dietary need and order of each guest. After a minute, they disappeared, leaving the hot feast behind for the representatives to enjoy.


 ”This is quite a dinner,” Matōchmizalo said. “We greatly appreciate the extensive courtesy you have shown us on our visit.” And in truth, the Milinticans did. It was rare that representatives from the PDRM were even asked to be state guests, much less shown any grand courtesies. Everyone they visited tended to assume that Milinticans were content with basic food. They were content with it, but sometimes, it was nice to have a bit of a nicer meal.

“It is quite exceptional, indeed. Everything is most excellent,” Tiacihitli said. The Huenyan leader had experienced fine dining before. He had also experienced the worst food that Xiomeran Imperial prisons could offer (if it could even be called food), and everything in between. This meal was, thankfully, on the much higher end of his experience.

“I would like to propose a toast,” Tiacihitli said, raising his wine glass. “To friends, new and old, and to a new and promising greater friendship to come for all of us.”

"Cheers to that." The Eirians and Aurians raised their glasses, before taking the customary sip and setting the glasses back on the table. "Well, if this meeting is any indication, I believe this union will be quite agreeable. I can't remember the last time a group of politicians agreed on this much." Lancaster quipped, looking at Lynn Morrin for a moment before taking a bite of his garlic salmon plate.

”Especially a group of politicians from different countries as well as ideologies,” Matōchmizalo said, with a soft laugh. “But this meeting is a promising sign.” The expressions on the faces of both the Milintican and Huenyan delegations echoed that sentiment.

The Eirian and Aurian delegations had similar expressions of reserved optimism. "Honored guests, we are making history today. As we sit here, we are one step closer to a Free Caxcana, and one step closer to overcoming leaders that wish us harm." Lancaster had adopted his articulate speech tone, making his voice almost echo in the open ballroom. "My friends, welcome to the new era of Caxcanan prosperity!"

Sapa Huscar- Nuna Allucha

Palace of the High Sun, Suyn Central, Huscar

Wide streets cut through the planned government complex of the High Sun. Built in the 1300s in the shape of a Puma in the mountains. The Government Conrichana stood in the center, its blend of stone and glass made it the centerpiece of the city. Inside it the Sapa Huscar or “The only huscar” lived and ran the government. He was the center of the government, he planned how the country was run and what was done. In recent years, however, A Realm Council was created to run the day-to-day operations of each government branch, but the Sapa had the final say in what was done. The Sapa Hascar is also the symbol of the sun, the child of Hus, God of the Sun. The Sapa also worked with the Apu of each Suyn or region. There was also Willaq Umu, the leader of the state religious group, the Kay Pacha.

The Pacha was the various realms of existence, and the Kay Pacha was to guide the wills of Hus. Their emblem was the puma, the symbol of Outer Earth. Kay Pacha also managed the farming sector in large state-run farms. This was because farms were traditionally the way of life for the Huscar, and were important for religious events. Also within the High Sun complex was Amau Education Center, this was the school where teachers and educators learned their skills, their job was to head out into the religions of Huscar and teach the people. There was also the Central Purkas, which was the headquarters of the military, who often did various service work during times of peace. There was mandatory service to everyone over 18 for various terms of work. Thus during times of conflict, the army had upwards of 200,000 soldiers.

Outside the main government center, the city of Suyn Central stood within a valley along a high plateau. It is much more modern than the government buildings with its blend of grass terraces and stone, wood, and glass. A central square known as the Tasara, next to it is the train station to the coast and the rest of the world.

Amaru Hasa walked along the street, he was a college student, studying at the University of Suyn Central, soon he would have to return home to begin his service in his community. He lives along the coast in the city of Humachoco within the Suyn South. Although he wanted to help his community, he always wondered what it would be like to have the ability to pick his own destiny in life. For their stages of life, people were often called by what time in their life they were in. For example, Amaru was sometimes called, Amaru Wanya. Wanya meant “unmarried man”, his family often joked that he should change this name. Religiously, Amaru was not very active, sure he had been to the temple every so, often but every time he went he felt like he was worshiping the Sapa instead of the gods and Hus. Although he liked how his college was free, and that he was paid every month, the goal of the Huscar was to simply make sure that every citizen’s needs were met every month. In fact, currency was a new idea, with the Huscar Marks only being used for exchanges of goods. The government did not give you money but rather services. For you to truly make money, you would have to do service or exchange your government service for money. Though that was hard and needed a lot of paperwork done.

Amaru was also a member of an organization, this was known as the New Huscar Movemeant, their goal was to reform the system of government, as well as social freedoms, sure the government planning was good, but in terms of the lives, he wanted more with it. NHM was about to hold a protest, right on the Tasara. However, it would be like a flash mob, as public protests were limited and could be punished by loss of government help and would have to appear before a Toko. A Toko was an educated person who ruled on justice and social matters, their decisions were often formed by the government policy, but that good one used their own judgment. He looked around, he did not see any Mitaquq, but still…

Mitaquq were often the law enforcement in cities, they were part of the military and were often selected from the richest and most well-educated families. Mitaquq was not as bad as the Kay Warriors, who worked for Kay Pacha, they were like secret police and sometimes would raid NHM meetings. The NHM had been the leader in the counterculture movement, Amaru himself enjoyed Larelian and other cultures from East Catica. Huscar itself had been influenced by modern elements in the 90s, but still, Huscar was very nationalistic in nature. All though there was some amount of influence and trade from Xiomera and Milltinca. There were political parties in Huscar at the regional level, but nationwide there was only the Realm Council, a confusing system where 50% came from the Kay Pacha and 50% were voted on by people. However, the guaranteed 50% made social change difficult at best.

At exactly noon hundreds of people pulled out posters and moved to the center of the square, breaking the silence of the lunch rush. One man pulled out a megaphone from his bag. “We demand a New Huscar” he chanted, the crowd responded with the same message. Their protest was working, hundreds of people gathered around to watch, most unsure what to do. Soon however the first helicopter flew overhead, the crowd dispersed quickly. Amaru ran across the plaza, past people running to get out of its way. He ran across the road, barely escaping being run over, he quickly jumped over the fence that surrounded a large park. Once he was in the bushes, he quickly changed into different clothes. The helicopter finally landed at the center of the plaza, out came the Kay Warriors, their yellow and red armor slick with recent rain. They quickly ran around arresting everyone they could.

Amaru took a big sigh of relief, when the helicopter flew away, then however it moved towards his location. They were going after him. He ran through the woods, rubbing dirt on his face to throw off any heat cameras. He had to get into the mountains, there were cameras everywhere in the city, and most purchases would be denied, due to the government's Safety and Security Transaction System. The helicopter was fast and soon it was right above Amaru, he could almost see the pilot's helmets. He then saw the Mitaquaq running through the woods after him. He knew at that moment, it was over, his future, his life. He would be sentenced to do highway improvement in the high mountains. Then he saw it, an officer clad in red drew its weapon and fired a stun blast. The pain hit Amaru, then he blacked out.

Xiomera's Empress Calhualyana, in order to cement her claim to the Obsidian Throne and fend off any pesky notions of someone other than her ruling the country, is making a bid for dynasty. In order to do this, she has to start a royal line. Which means....she has to get married.

The royal wedding, planned for October 22nd, 2021, is set to be a lavish affair at the Palace of Flowers, the massive royal palace in the Imperial capital Tlālacuetztla. If you're in the mood for a wedding, this planning thread is the place to start.

The major players, as you might expect, are the bride and groom. For those unfamiliar, Calhualyana is the Empress of Xiomera. She came to power by engineering a coup against one Empress, then overthrowing the Emperor she helped replace that Empress when he went a tiny bit insane. Her husband-to-be, Xiyāōtl, is a dashing naval commander with a social media-friendly persona and a desire for both celebrity and power. They both like each other also, so there's that.

Xiomera's royal wedding is meant to cement the rise of Calhualyana and her political movement, the Xiomeran Citizens' Party (XCP), to total control and dominance of Xiomera and its people. You can help celebrate that....or disrupt it. Anyone is free to join in this RP, which will be limited in duration and is more of a special event than an ongoing storyline.

Ground rules:
1) Anything that could harm any of my characters must be cleared with me first and approved.
2) Anything that could cause major physical damage, or harm to the public, in any location in Xiomera must be cleared with me first and approved.
3) No taking control of any of my characters, or posting actions on their behalf, without my prior approval.

Other than that, you're free to do as you like within reason. If you're unsure if something would be okay, ask on this thread or ping me on Discord.

Some possible ideas:
1) You could send someone to attend the wedding, either on behalf of your nation or on their own basis. Officials from nations on neutral or friendly terms with Xiomera can be assumed to receive invitations. Also, anyone who knows the Empress on a personal basis from a friendly or neutral state would be likely to receive an invite. If you would like someone to attend but aren't sure they would be invited, feel free to ask me.
2) You could send a gift to the happy couple, either as a genuine gift or as sarcasm (subtle or not) aimed at everyone's favorite Empress.
3) You can post news stories or editorials about the wedding, the bride and groom, and anything else related.

I'm very open to different ideas on this RP, so feel free to run something by me if it doesn't fit those suggestions.

Palace of Flowers
October 4th

"You look so pretty," Tiacamaco said, with tears in her eyes. Atemin, her husband, had a huge smile on his own face as he looked at his daughter. "The formal dress is very fine, but it helps that someone as beautiful and graceful as my daughter is wearing it."

Calhualyana smiled in response. "You always say that, father. But I'm not a kid anymore. It's okay to admit that I am not the most beautiful person in the world, even though you always told me that when I was little."

"But in my eyes, you have always been the most beautiful little girl in the world," Atemin said with a parent's pride. "I knew that you would grow up to be someone exceptional, but I never dreamed that the two of us would be standing in the Throne Room of the Palace of Flowers, watching you prepare for your wedding. You have no idea how proud we both are of you."

Uncharacteristically, Calhualyana blushed. Few people could bring out her emotional side, but her parents were still among those who could. "I'm glad.....that's all I ever wanted."

Atemin grinned more broadly, looking towards the man standing next to her. "You look almost as good, Xiyāōtl," he said with a chuckle. "No offense."

Xiyāōtl smiled. "I would never expect a proud papa to elevate anyone higher than his daughter." In his formal Imperial Navy uniform, Xiyāōtl did cut a dashing figure. But in her formal dress, perfectly arranged hair and tastefully done makeup, the Empress was the star of the show. As she should be.

Xiyāōtl's own parents, Poyotlaha and Ualixoztlin, had big smiles on their faces as well. "You've done us proud too, son," Poyotlaha said. "And I have to agree with you, Atemin. We also never dreamed our son would be standing in the Palace, to be the betrothed of an Empress. Our kids have definitely done well for themselves," he said, placing a hand on Atemin's shoulder.

"As much as I enjoy the proud parental enthusiasm, we do have to get a picture taken," Imperial Steward Xiuhcatli said gently. The two sets of parents laughed agreeably, moving to the side of the Throne Room as Calhualyana and Xiyāōtl stood next to each other for the formal portrait.

Within hours, that portrait, along with the news that a date had finally been set, was making its way into the Xiomeran and international media. Invitations were also going out to select national and international guests. Royal wedding fever had officially begun in Xiomera.
