The Divine Federation of Sanctaria (informally often referred to as simply "Sanctaria") is a federal parliamentary republic consisting of nine states, three of which are called city-states. The nine states are Aquitanium, Corpus, Galvium, Glorionis, Haven, Novum Aeternum, Novum Limium, Sanctus, and Terra Monticolarum. Each state has its own constitution, with its own unicameral legislature, executive, and judiciary. Though the federal government retains plenary legislative power, quite a lot of legislative areas has been devolved to the states, with the federal government often refraining from interfering in those legislative areas; however, where conflict exists between state and federal law, the federal law prevails. In addition, state judicial decisions may be appealed to a higher federal court.

Sanctaria was federalised on 01 January 2019 having been a unitary parliamentary republic since 1974, however it is not the country's first attempt with significant devolution. During the period of the Papal States of Sanctaria (1528—1974), Sanctaria was divided into various different provinces, each with a provincial governor who ruled on behalf of the Patriarch of the Church of Sanctaria, the absolute monarch of the theocratic empire that Sanctaria headed at the time. Some of the new states created for 2019 were modelled off of the old boundaries of these provinces - Galvium and Terra Monticolarum being notable examples.

The city-states however - Sanctus, Corpus, and Haven - already had been given significant devolution during the Divine Republic of Sanctaria (1974—2019) and the process of federalisation simply elevated these cities to their own states. In addition, some townships, villages, and satellite cities around these major hubs were subsumed into the new city-states too.

All states, and their residents, are represented in the federal parliament, a bicameral institution consisting of a House of Deputies and a Senate; each state is represented by four senators, while deputies are distributed among the states in proportion to the most recent census.
