Born September 12th, 1868, in San Fernando. He was the son of a long family of soldiers, with his fathers and brothers serving for the provincial government. He himself served in the War of the Bandits in 1889, but soon he and his unit changed sides during the Revolt of May 1889. He quickly became a military leader within the revolution. His exploits were detailed in "Our Revolution, My Story" a key work of literature on the era. When the war ended he was considered a war hero for his roles in various battles. In the 1896 Elections he ran with the Left Party of Slokais, he won San Fernando North, in the area before provincewide proportional rep. He was a key figure in passing legislation and became the Minister of War, he also created the Ministry of the Navy as well during his time in office. In 1900 after Prince Gonzalez refused to run, he ran against Cooper Mosley and won with 42% in the First Round and 58% in the Second. During his first 4 years he created the policy of "mutual respect" this was the idea that people being told to do something for the safety of others was not restrictive in nature. He also created the Farm Policy, which gave people an easier way to settle lands. In 1904 he won again this time by an even larger margin 53% in the First Round. Becoming one of the few presidents to gain 50% in the first round. However around 1906, the economy collapsed, and much of the blame was on Banks for it. However, he managed to still win in 1908, after his promise to rebuild the country. However, he was unable to do much of this as the Centrist Party took control of the House in 1908. Then in 1910, they called an election, and Banks lost gaining only 41% in the Second Round. In 1940, 30 years after his Presidency had run for the seat of Grand Bank. He won becoming the oldest gap between terms in Slokasian History and one of the oldest MPs that year. He stayed in the seat until 1952 when he lost during the Costa Years. He then died a year later of a heart attack, he was 85. He remains one of the most well-known so-called "First Years" Politicians.
