Bethany Genevieve Greer (born 19 April 1960) is a Sanctarian politician and former diplomat who has served as Chancellor of Sanctaria since June 2024. A member of the Democratic Left Party (DLP), she has represented Sanctus's 14th Canton in the House of Deputies since November 2023. She previously served as Secretary for Foreign Affairs from March to June 2024.
Before entering politics, Greer served as Sanctarian Ambassador to Lauchenoiria from 2015 to 2019, including during the Second Lauchenoirian Civil War and the signing of the Haven Accords in 2018. She subsequently served as Deputy Ambassador to the World Assembly from 2019 to 2022, and as Ambassador to the World Assembly from 2022 to 2023.[1][2]
Greer became Chancellor on 10 June 2024 following the resignation of Ethan Ringrose amid a corruption investigation. Nominated as a compromise candidate by the governing DLP–Green Party coalition, she became the first Chancellor to hold office without simultaneously leading a political party, with Nicola Allman assuming the DLP leadership.[3] Greer subsequently led the DLP into the February 2025 general election, in which the party won an outright majority of 245 seats in the House of Deputies. She became the first incumbent Chancellor in Sanctarian history to win re-election and formed a single-party DLP government in March 2025.
Early life and education
Greer was born on 19 April 1960 in Sanctus, Sanctaria, and grew up in Nicene, Galvium, in a professional-class family. Her father was an architect, while her mother was a homemaker.[1]
In 1978, Greer enrolled at University College Sanctus, where she studied history and French. During her undergraduate studies, she spent a semester at Althea City University in Laeral as part of a student exchange programme. She graduated in 1982 with a degree in history.
Greer subsequently attended University College Haven, completing a master's degree in international relations in 1984 and a doctorate in the same field in 1988. Her doctoral research focused on the development of Sanctaria's diplomatic relations with other nations following the political changes of 1974.
Diplomatic career
Early diplomatic career (1988–2015)
Following the completion of her doctorate in 1988, Greer joined the Department of Foreign Affairs as a junior policy officer, working on bilateral relations and diplomatic policy. She remained at the department's headquarters in Sanctus until 1993, when she received her first overseas posting.
From 1993 to 1997, Greer served as second secretary at the Sanctarian embassy in Libertas Omnium Maximus, where her work focused primarily on economic and trade relations. She subsequently returned to Sanctus, serving as a senior policy officer responsible for international economic relations between 1997 and 2001.
In 2001, Greer was appointed first secretary at the Sanctarian embassy in Mount Solace, a former territory of the Papal States of Sanctaria. During her four-year posting, she worked on political affairs and bilateral relations between the two countries. She returned to the Department of Foreign Affairs in 2005, taking up a management position before being appointed deputy head of mission at the Sanctarian embassy in Zamastan in 2008.
Greer served in Zamastan until 2012, when she returned to Sanctus to become Deputy Director of the Regional Affairs Directorate within the Department of Foreign Affairs. She held the position until her appointment as Sanctarian Ambassador to Lauchenoiria in August 2015.
Ambassador to Lauchenoiria (2015–2019)
Greer was appointed Sanctarian Ambassador to Lauchenoiria on 01 August 2015, marking her first appointment as head of a diplomatic mission. Her tenure coincided with a period of increasing political instability in Lauchenoiria, including the 2017 referendum on capitalism and the outbreak of the Second Lauchenoirian Civil War in 2018.
During the civil war, Greer remained in Lauchenoiria despite the withdrawal of non-essential personnel from the Sanctarian embassy. Working with a reduced diplomatic staff, she maintained Sanctaria's diplomatic presence in the country and oversaw consular assistance, including the coordination of evacuations of Sanctarian nationals.
Greer was serving as ambassador when the Haven Accords were signed in Haven, Sanctaria, on 04 September 2018, following negotiations principally mediated by Robert Smyth. She attended the signing in her diplomatic capacity. Following the agreement, Greer resumed regular ambassadorial duties as the embassy gradually returned to normal operations. During the post-war transition, she maintained contact with Smyth concerning the implementation of the accords and reported political developments to the Department of Foreign Affairs.
Greer's tenure as ambassador concluded on 30 June 2019. She subsequently returned to Sanctus before taking up an appointment as Deputy Ambassador to the World Assembly.
World Assembly (2019–2023)
Following the conclusion of her ambassadorship to Lauchenoiria, Greer was appointed Deputy Ambassador to the World Assembly in July 2019, serving under Ambassador Katherine Saunders. Her responsibilities included representing Sanctaria in diplomatic discussions, participating in the work of the General Assembly, and contributing to the development and consideration of international legislation.
During her tenure as Deputy Ambassador, Greer participated in the development of General Assembly Resolution #590, LEO Force Restrictions, which was co-authored by the Sanctarian delegation alongside those of Tinhampton and Greater Cesnica. The resolution, which established international standards governing the use of force by law enforcement officers, was adopted in January 2022, shortly before Greer's appointment as Ambassador.
Following Saunders' resignation on 11 January 2022, Greer assumed the position of Acting Ambassador to the World Assembly. She was nominated as Saunders' permanent successor by Secretary for Foreign Affairs Brian Young the following day. On 19 January 2022, Greer was confirmed by the Senate and formally presented her credentials to the World Assembly Secretariat, becoming Sanctaria's eighth Ambassador to the organisation.[1]
As Ambassador, Greer prioritised negotiations over legislation proposed by other national delegations, rather than introducing new resolutions herself. Her approach focused on influencing the drafting and amendment of General Assembly legislation to reflect Sanctaria's foreign policy objectives. Following her appointment, Greer also indicated that the Sanctarian government was reconsidering its boycott of the World Assembly Security Council.[1]
On 06 October 2023, Greer's office announced that she would conclude her ambassadorship at the end of the month. Her departure took effect on 31 October 2023, ending more than four years of service at the World Assembly, including nearly two years as Ambassador.[2]
Political career
Election to the House of Deputies (2023)
Following the conclusion of her diplomatic career on 31 October 2023, Greer entered domestic politics as a member of the DLP. She contested the 03 November 2023 by-election in Sanctus's 14th Canton, a seat previously held by Sanctarian Conservative Party (SCP) deputy Kate Cruz, which had become vacant following Cruz's arrest, resignation, and subsequent criminal charges.
Greer won the by-election, becoming a member of the House of Deputies for the first time. Her victory coincided with a second DLP gain in Sanctus's 2nd Canton, where Nikos Papadopoulos was elected. The two victories increased the parliamentary majority of Chancellor Ringrose's DLP–Green Party coalition government.
Secretary for Foreign Affairs (2024)
Greer was appointed Secretary for Foreign Affairs in March 2024 in a minor reshuffle of Ringrose's government, succeeding Kathryn Stewart, who resigned from the government and the House of Deputies to become Director of the Sanctarian Intelligence Service. Although Greer had entered the House only four months earlier, her previous diplomatic experience attracted support during her confirmation hearing, and the Senate approved her appointment on 02 March 2024. During the hearing, she outlined plans for an extensive programme of overseas visits intended to strengthen Sanctaria's diplomatic relationships.
Greer's tenure coincided with several significant international developments. In April, Lauchenoiria's parliamentary election resulted in the formation of its first right-wing government since the 1952 Communist Revolution, marking a political transition in a country where Greer had previously served as ambassador. Relations between Zongongia and Eiria deteriorated following accusations that the Zongongian monarchy had authorised espionage and an attempted kidnapping on Eirian territory, while anti-government protests in Zongongia escalated into deadly unrest. In Whetosonghnee, an Eikan military build-up culminated in a general assault on 05 May, prompting evacuations along the border.
Greer's tenure ended amid the domestic political crisis surrounding Ringrose's election spending. Following his decision to resign, the DLP announced on 09 June that it would nominate Greer to succeed him.[3] She left the foreign affairs portfolio on 10 June 2024 upon becoming Chancellor.
Chancellor of Sanctaria (2024–present)
Appointment as Chancellor (2024)
In June 2024, Ringrose announced his resignation amid a criminal investigation into election spending, following the Green Party's announcement that it would withdraw from the governing coalition if he remained in office. His departure prompted negotiations between the coalition parties over the selection of a successor.[3]
On 09 June, the DLP announced that it would nominate Greer for the chancellorship, while Allman would assume the party leadership. Greer emerged as a compromise candidate acceptable to both coalition parties, with the Greens having opposed the appointment of several other senior DLP figures. At the time, she had served in the House of Deputies for only seven months and had entered the cabinet three months earlier.[3]
Greer succeeded Ringrose as Chancellor on 10 June 2024. In accordance with the constitutional requirements governing a change of Chancellor, Ringrose's cabinet resigned, requiring Greer to form the tenth government of Sanctaria and obtain Senate approval for her ministerial appointments. She retained the DLP–Green Party coalition and largely maintained the existing cabinet, with Niamh Winters taking over the foreign affairs portfolio vacated by Greer.
First government (2024–2025)
Greer's first government maintained the coalition arrangements established following the 2022 general election. Green Party leader Josephine Chari-Jones remained Vice Chancellor, while Allman continued as Secretary for Homeland Security alongside her responsibilities as DLP leader.
Relations between the coalition parties deteriorated during the second half of 2024, particularly over energy, housing, and foreign policy. Although Greer had maintained the coalition following Ringrose's resignation, the DLP increasingly sought greater independence in pursuing its legislative agenda. By the end of the year, the party had established a substantial lead in opinion polling, while Greer's personal popularity had strengthened her political position.
In December 2024, Greer decided to seek an early general election, citing the need for a direct electoral mandate following her appointment as Chancellor without a general election. The decision also offered the DLP an opportunity to secure an outright parliamentary majority and end its dependence on the Greens. The election was scheduled for 08 February 2025, more than three years before the expiry of the parliamentary term.[4]
Greer dissolved both the House of Deputies and the Senate, exercising a constitutional provision permitting the early dissolution of the upper house when its scheduled dissolution fell within 30 months of that of the House. The resulting elections marked the end of her first government and the DLP–Green Party coalition.
Second government (2025–present)
Greer led the DLP into the general election on 08 February 2025, seeking an outright parliamentary majority after more than two years of coalition government with the Green Party. The election was her first as Chancellor, having succeeded Ringrose during the previous parliamentary term. The DLP entered the campaign with a substantial lead in opinion polling, while Greer's personal popularity had strengthened the party's electoral position.
The DLP won 245 of the 460 seats in the House of Deputies, securing an outright majority and allowing Greer to form a government without the support of the Greens. She became the first incumbent Chancellor in Sanctarian history to win re-election. The simultaneous Senate election also resulted in a DLP majority, giving her party control of both chambers of Parliament.
Greer was reappointed Chancellor on 03 March 2025 and formed the eleventh government of Sanctaria, ending the DLP–Green Party coalition.
One of the early domestic policy initiatives of Greer's second government was a proposal to establish federal social housing targets tied to infrastructure funding for the states. In July 2025, the proposals became the subject of a dispute between the federal government and several state premiers, who objected to the proposed targets and implementation timetable. Opposition came from both SCP-led states and the DLP government of Galvium, raising questions about the extent to which federal funding should be used to influence state housing policy.[5]
In November 2025, Jericho Poots, the New Sanctaria Party Premier of Terra Monticolarum, boycotted a federal–state leaders' summit convened by Greer in Sanctus, accusing her government of encroaching upon powers devolved to the states. Greer rejected the criticism, maintaining that federal involvement in matters of national importance was consistent with the constitutional settlement. The summit continued without Poots' involvement.
Personal life
Greer is married and has two children. She is fluent in English, French, and Latin, and has a working proficiency in Mandarin Chinese.[1]
Greer was appointed to the grade of Office of the Order of the Dove in 2012; she was subsequently promoted to Commander upon her appointment as Ambassador to the World Assembly in 2022.
