Pland/Forillian edges out Rand/Maowi in the fiercely fought election.

Pland Adanna/Forilian secured a stunning victory over the outgoing President Rand and Maowi by a 53.3%-46.7% margin, in a major shock to political observers across Europeia. President Rand was the favorite to secure another term in office, with opinion polls suggesting a comfortable victory for him. But, a well-received platform centered on fresh reforms along with a strong get-out-the-vote campaign propelled Pland Adanna and Forilian to the Goldenblock
Rand entered his re-election campaign riding high on a successful term in which Europeia transitioned into a frontier region. Initial polling conducted by the Europeian Broadcasting Corporation gave Rand the upper hand, with a 96.4% approval rating and 57.1% of the respondents backing his ticket with Maowi, the outgoing Minister of Outreach who replaced Writinglegend on the bottom half of the ticket, compared to just 17.9% for the Pland/Forilian ticket. But Pland/Forillian clawed back the early advantage of the Rand/Maowi ticket, running on an energetic platform of implementing a system of Advisors, splitting the radio and communication ministries, and rejuvenating the ambassador program among many other proposed reforms.
Additionally, a foreign affairs incident evolved as former TNP Minister of Foreign Affairs Madjack was declared persona non grata by the Europeian Government. Even though a substantial majority of the respondents in an EBC exit poll approved of the decision to PNG Madjack, a small but still significant proportion of the respondents (18.5%) disagreed with the decision, raising the possibility that a small swing precipitated by this incident affected the outcome, as suggested by notable political observers such as Kazaman.
Pland positioned himself as the candidate of "change" and "fresh leadership" with Rand promising to bring "the same flame and in-the-trenches leadership I have employed — as Speaker and President — to this coming term." In the final days of the campaign, Pland drew clear contrast with the previous term, pointing out that the Rand Administration "did come up short on several key initiatives."
On the eve of voting day, Pland’s campaign was further boosted by key endorsements from UPC and Istillian. This, coupled with Pland’s late campaign comments against the outgoing Rand Administration which political observers like Lloenflys noted “were extremely well done tactically”, gave the Pland/Forilian ticket much-needed momentum going into the voting day.
As the voting opened, Pland/Forilian opened up a significant lead early on, much to the contrary of what the opinion polls suggested. Even though the gap narrowed throughout the voting period, it didn’t prove to be enough for the Rand/Maowi ticket. 75 citizens voted in the election, an increase of more than 10% compared to the previous presidential election.
As the Pland/Forilian ticket consolidated its lead, the outgoing President Rand conceded the election to Pland and Forilian saying, “As I stand on the front porch of Goldenblock with my bags packed, I am happy for my friend, President-elect Pland Adanna, who I am sure will do a great job as President.”
The new Pland Adanna Administration has already hit the ground running, with nominations to all Cabinet Offices and judicial positions announced which are now being processed in the Senate at the time of writing. The nominee for Foreign Advisor, Kazaman, was quickly confirmed by the Senate in order to handle the ongoing foreign affairs incident.
Rounding out the foreign ministries is Minister of Foreign Affairs nominee Sanjurika, Grand Admiral nominee Maowi, and returning World Assembly Affairs nominee PaleLand. The domestic ministries will be headed by Domestic Advisor Istillian, and those nominated include Communications Minister nominee HEM, Gameside Minister nominee Pichtonia, Culture nominee Spagtop, Radio Minister nominee JayDee, and Outreach Minister Seva. Lloenflys has been nominated as the Attorney General while Darcness has been nominated to fill a vacancy in the High Court.
Greetings Distinguished delegates! It is my honor to address LIDUN as a member of Doatia's delegation. Doatia sees our acceptance into LIDUN as an opportunity to achieve further international achievements, peace, stability, and global prosperity.
LIDUN IC Parliamentary Rules and Procedures Resolution
1. LIDUN Session
A. Establishes January 3rd as the start of a LIDUN session and December 31st as the end of a session.
B. Charges the Budgetary and Internal Affairs Council with setting the official calendar, including breaks and recesses, of LIDUN. To be approved at the beginning of each LIDUN fiscal session, within 5 days
2. Rules and Procedures Agreement
A. Mandates the Secretary-General to oversee the start of a session each year, and conduct the first business of members agreeing, by ⅔ majority vote, to a Rules and Procedures Agreement before any other business can be conducted, beginning with the former session's agreement and opening the amendment process.
B. Rules and Procedures Agreements must be approved at the beginning of a session.
B1. Defines Rules and Procedures as the recognized processes in which member states must adhere to when conducting LIDUN business
B2. The approval of a session's Rules and Procedures Agreement is subject to a 2/3 majority vote of a quorum of LIDUN members.
C. Defines an amendment as the altering, in any way, of the language of this document.
C1. Each LIDUN member's delegation is entitled to submit an amendment. Amendments to this agreement must be debated for a duration set by this agreement. A quorum of members must be present for the opening of a new LIDUN session and the consideration of amendments on the Rules and Procedures Agreement
D. Further mandates the Secretary-General to select a Parliamentarian and Vice Parliamentarian (SG delegates), out of LIDUN members, to assist with LIDUN business and preside over the body in the Secretary-General's absence
D1. The Parliamentarian cannot serve as a Chair or Ranking Member2. The Vice Parliamentarian cannot serve as a Chair
E. Charges the Parliamentarian and Vice Parliamentarian to preserve the integrity of the Rules and Procedures Agreement
E1. Directs any members with questions, comments, or concerns about the Agreement to come to the Parliamentarian and/or Vice Parliamentarian.
E2. Charges the Parliamentarian and Vice Parliamentarian with ensuring all members, including administrative roles established by the Agreement, are in strict adherence to the Agreement, including presiding and participating in LIDUN proceedings, and including administrative roles executing authority established by this Agreement.
E3. Charges the Parliamentarian and Vice Parliamentarian with executing the language and purpose of this Agreement upon its initial passage and after any amendment is approved.
F. The agreement is used to govern LIDUN in IC matters. For all OOC matters, the agreement isn't applicable and LIDUN would maintain previous OOC procedures.
3. Parliamentary Procedure
A. Establishes Parliamentary procedure to conduct LIDUN business in the Councils.
B. Mandates members of each Council to designate a Chair and Ranking Member, from their own ranks, to preside over the Council and conduct official business.
B1. Establishes the process in which a Chair and Ranking Member is selected
B1a. Beginning at a new LIDUN session, or during the vacancy of the Chair position, the Council cannot conduct any other business until a Chair is selected.
B1b. The previous session’s Chair, Ranking Member, or the SG (or SG delegate) shall conduct the business of selecting a Chair.
B1c. Any member of the council may nominate themselves or another nation to serve as Chair.d. A member must receive a nomination and a second to be considered.
B1e. Should no nation be nominated; the SG must nominate two nations to serve as Chair.
B1f. In the case of multiple nominations, each should be considered. The member with the most votes shall become Chair. And the member with the second most votes shall become Ranking Member
B1g. Should there be a tie for first place, two member nations shall serve as co-chair. In this case, the Ranking Member is the third-place nomination, or if not applicable, nominated by the SG
C. Charges the Chair to set the official calendar for the Council, to be in accordance with the calendar of LIDUN, requiring the Council be in session when dictated by the official LIDUN calendar. Additional recesses and breaks can be added to a council’s calendar, as long as there is no mandated obligation for the council to be in session in accordance with the official LIDUN calendar.
D. Charges the Chair to determine which proposals and issues the Council will consider, and ultimately add it to the calendar if necessary.
D1. Entitles members to force consideration of a proposal or issue by 2/3 majority vote
E. Charges the Ranking Member with conducting the business of the Council in the absence of the Chair, assuming the powers and responsibilities of the Chair
F. Empowers members to dispose of the sitting Chair or Ranking Member by 2/3 majority vote.
G. Entitles the Chair and Ranking Member with first and secondary preference, respectively, during debate.
G1. Each member is entitled to debate on issues brought before the Council.
G2. Charges the Chair and Ranking Member to work in coordination with each other to set and enforce the rules and duration of debate, to be in accordance with Rules and Procedure
4. Delegations
A. Defines a Delegation as the official representation for a member nation in LIDUN.
A1. Each nation’s delegation shall be led by a senior delegate, selected by the member. The senior delegate is the individual who participates in LIDUN votes on behalf of the member nation. This position shall be officially referred to as LIDUN Ambassador, and the remainder of the member nation’s delegation being any staff, if applicable, serving in roles in LIDUN, or its Specialized Agencies or Departments (ie. The individual serving as Secretary-General is also a member of their nation’s delegation)
A2. LIDUN Ambassadors from each member nation must introduce themselves and their nations in the Budgetary and Internal Affairs Council, during a special session presided over by the SG, at the beginning of each session.
A3. For the SG, Parliamentarian, Vice Parliamentarian, Directors/Secretaries, or any other positions created by LIDUN, the nation selected to fill this position shall simply appoint a citizen from their nation to fill the vacancy.
5. Parliamentary Conduct
A. Delegations may not receive compensation from any third-party during their assignments at LIDUN.
B. Delegations may not trade or accept gifts while conducting LIDUN business.
C. No individual convicted or under investigation of international crime(s), as defined by this body, can serve as a delegate or in a delegation.
D. Delegates cannot speak ill of one another, or engage in personal attacks while addressing LIDUN, or while considering and debating LIDUN business.
E. No member or staff can be retaliated against for reporting ethics violations or potential corruption.
6. Vote Duration
A. Defines "vote duration" as the method in which LIDUN secures a quorum of members for LIDUN business to be conducted.
B. Requires a minimum voting period of 48 hours for all LIDUN business, regardless of council.
C. Mandates that a minimum of 72 hours shall be allotted for votes on the admittance of new LIDUN members.
D. All voting periods may be extended beyond their minimum lengths at the discretion of the LIDUN President.
E. A voting period may not be extended for longer than twice the length of its initial voting period unless a motion of extension is approved by a majority of nations that have already voted in said vote.
F. With Amendments, all members may submit an amendment within a 24-hour period. The amendments are all simultaneously subject to a vote, each subject to a 2/3 majority vote for passage.

Robert Jokinen of Zongongia was excited about this opportunity. He'd asked for this meeting of the Social, Cultural & Scientific Council to finally discuss in an official capacity the creation of an international space station. Zongongia had been in informal talks with a number of nations about the possibility for months now, and this was the next stage to making it a reality. Jokinen had been a physicist before he became a diplomat, and the 68-year-old was almost jumping with joy at the chance to propose this in the meeting. After decades of trying to remain as inoffensive and quiet as possible, Zongongia was finally going to actually try and do something.
"Thank you all for coming today," he addressed the meeting the second the clock ticked over to the official starting time. "I'm very happy to be here on behalf of Zongongia to propose the creation of an international space station. There has been interest in such an endeavour from multiple nations over the years, notably Wosteaque, Libertas Omnium Maximus, and Haesan. Of course, we do acknowledge the financial cost of such an affair - but think of all the possibilities for scientific discovery, experimentation, and international cooperation! I'd like to open the floor to anyone who wishes to share their initial thoughts on the idea."
Charles Danton, LIDUN's Secretary General, confidently walked over to the podium that faced the assembled Security Council delegates. His face betrayed no fear or anxiety of his first Security Council discussion, although only a fool would deny the fact that those emotions were plaguing him in this extraordinary moment. He cleared his throat and began to speak, his crisp Northern Eirian accent seeming perfectly suited for speaking in front of LIDUN.
"Prestigious delegates of this Security Council, my esteemed colleagues, my partners in progress. Today, we are gathered here to begin the first of many substantial discussions on the state of the world today. We have had three discussion topics approved by the Inner Council members, and as such, I will begin the discussions in the order of which they were submitted. First off, we are called to discuss the dire situation in Roucourt, a proposal that has been submitted by the delegate from Lauchenoiria. If they want to make the first statement, they may, or we may proceed to other delegations." He looked around at the circular council table expectantly.
For the first vote of the LIDUN Inner Security Council, I hereby call a vote on the discussion of these proposed matters:
-The Situation in Roucourt
-"Western Xiomera" and Xiomeran Militarism
- The Aurian Civil War
Voting on these matters shall be separate (I.E. a delegation can approve one event, but reject another). Voting shall be done within 48 hours (or longer, if absolutely essential). Voting is now open!
