Josephine Alvarez did not want to do this. Even after the IWC, she did not want to do this. There is a difference between a personal dispute being resolved, and a personal dispute feeling like it had been resolved. For all her public statements to the contrary, Alvarez still feared Yauhmi. Nevertheless, she still had her secretary dial the Xomaxtli Hill estate and ask to speak with her.
After a moment between intermediaries, Yauhmi took the call with a slight feeling of surprise. Calls from important people had dwindled since she had left the throne. Josephine Alvarez also wasn't exactly on her "friends I chat with" list.
That's what made the call more interesting.
"Good morning, madam Prime Minister. How are you doing?"
Alvarez chuckled wryly. "I could be considerably better, alas. My apologies for disturbing you, but I feel I have a duty to warn you of something. Is this line secure?"
"It is," Yauhmi replied, her interest growing even more. "And it is rare that anyone asks me that when it's good news they are bringing me."
"No," Alvarez sighed. "I don't suppose they do. In any case, my news is... not good. For either of us. Um," she paused. She'd rehearsed this ten times before calling and even now it was difficult for her to willingly bring up the incident.
"You'll recall a few weeks back some of the foolish WOE activists decided to spray paint the Novellan Embassy in Tlālacuetztla?"
"Ah, yes. It frankly boggled my mind that they would do something so dangerous and foolish under Calhualyana's gaze. Especially for so little gain."
"Believe me, I don't understand it either. But, well, unfortunately it is my responsibility to ensure the safety of Lauchenoirian citizens. And, um..." she paused for too long, the words stuck in her throat.
"I can appreciate the difficulty you must have had dealing with the situation. Pardon me for asking, but does this now have something to do with myself or with Huenya?" Yauhmi was still intrigued but now more than a little confused.
Alvarez took a deep breath and just came out with it. "We agreed to a prisoner exchange with Xiomera to return the three Lauchenoirians. In return, Xiomera asked for three of our prisoners, who were... who were colleagues of Gabriel Fleming."
Silence stretched out for a long moment. "So you traded three associates of Fleming for three dimwitted activists who barely know what end of a spray can to point away from themselves." Her voice was flat, except for a slight but noticeable rasp on Fleming's name.
Alvarez cringed. She should have gotten someone else to make the call. But no, she was responsible for what happened, and it was her duty to do this. No matter how much it made him feel like crawling under her desk.
"I had reports suggesting the Xiomerans were going to - to put it bluntly - torture the three. And you're right," she preempted the response, given how everyone had been saying the same thing, "we should have done something about WOE earlier. Trust me, I deeply wish we had. But at the end of the day I couldn't leave them at the mercy of Calhualyana."
"There is some merit to that," Yauhmi finally conceded. A slight twinge went down her left arm, a reminder of her own time in Calhualyana's questionable mercy. She shook the arm gently as she continued. "So. Calhualyana will almost certainly try to leverage these three associates of his against both our countries. I shall inform FIS, my son and the Vice-Speaker that we need to be prepared for that. I am sure you are preparing as well in Lauchenoiria."
"Oh, absolutely," Alvarez replied. "Since his defection to Xiomera, Fleming has undoubtedly been doing his best to cause trouble here. For... for what it's worth I still feel awful about... anyway we suspect Fleming has been behind a massive increase in disinformation spreading around Lauchenoiria. I worry that with more of them, and given Calhualyana's recent threats, that they will seek to escalate somehow."
"Oh, they undoubtedly will. Our intelligence agencies should coordinate with each other in coming up with a response. Damn that woman," Yauhmi said, the last part of that clearly referring to Calhualyana. "Incidentally, I no longer blame you for the...incident, years ago, so you need not apologize. I do, however, blame Fleming. For that reason, I almost do hope that he does show his face in Huenya."
A ghost of the old Yauhmi, the one who had existed before the civil war, floated down the phone line like a chill in the air.
Alvarez, surprisingly, relaxed a little. She would, perhaps, enjoy it a little too much should Fleming meet an unfortunate fate. She absolutely needed to deal with her guilt, though.
"Yes, I agree we ought to coordinate. Calhualyana is becoming more emboldened by the day. Very few are challenging her; there seems to be a sense of complacency in countries she has not overtly threatened."
"No one ever takes a threat seriously until it's on their doorstep. I am not surprised by the lack of concern among the leaders of the world; I am merely a bit disappointed." Yauhmi paused. "I would definitely suggest that you speak with either my son or the Vice-Speaker to see how Huenya and Lauchenoiria can work together to strengthen each other in the face of Calhualyana and her damnable schemes. I can convey messages, of course, but I am a tiny bit out of the loop these days."
"Of course, I will do so," Alvarez replied. "It's vital our countries work together on this."
"I agree. I will let them know that you will be reaching out. And," Yauhmi paused again, "thank you for warning me first. The gesture does mean a lot. We tend to be a bit casual on security here at my estate but that may have to change."
"Unfortunately, I think we both need to consider security more than we would like," Alvarez sighed. "You're welcome for the warning. I won't keep you; I've another meeting about how to deal with WOE to get to soon anyway."
"Very good, I wish you luck with that. Thank you for your call," Yauhmi said before concluding the call. She had her own phone calls to make to various Huenyan officials. But first, she needed to have a conversation with the commander of her personal guard.

Prince Kristofer of Zongongia was nervous. It was not an emotion he was accustomed to, especially over something so small as a meeting with his father. Sure, his father was the King, but in a constitutional monarchy it was a ceremonial role, and they’d always had a good relationship. Still, the matter which he wished to raise with his father was one he could not predict the reaction to.
“He is ready for you now, your highness,” a servant bowed, opening the door to his father’s rooms. Kristofer nodded and made his way inside.
“Hey son,” the King said from his chair. These were his private rooms, not somewhere for a public audience, and the chairs were much more comfortable in here. The King was bent over a document in a language Kristofer couldn’t read.
“More language lessons?” Kristofer asked, sitting down next to his father.
“Not quite,” the King chuckled. “Here, what do you make of this? It’s a copy of writing found in an archaeological dig site down in Lauchenoiria. All their finds are public and I asked for a copy. It’s curious.”
“I don’t know, looks like old writing to me,” the Prince shrugged.
“Well of course it is!” laughed King Osvald. “No, the interesting part is what it isn’t. It isn’t the alphabet we expect to find in Costenan sites. This is much closer to proto-Huenyan than proto-Spanish. It’s intriguing.”
“I’ll take your word for it. Listen, dad, we need to talk about something.”
“Sure, son, what is it?”
“I’m 20 years old now, and I know that my generation are a bit late to these things, but in our family it’s important because of, you know, and anyway I… well, I think I know who I want to marry. And I want to propose to her now.”
“Are you sure, son? I’ll support whatever decision you make, but you don’t need to rush into things in this day and age,” said the King, patting his son’s leg.
“I know, but I love her, dad. I love her so much. But, well, there’s a complication.”
“Hey,” his dad said, turning to face his son directly. “Listen, if it’s because she’s a commoner, it will be awkward, but I think we’ve progressed enough to make it work. We’ll just have to be careful with the media.”
“No, no, that’s not it. No, she’s much closer to our family than that.”
“Ah. You fear an incest scandal. A first cousin will be very difficult, a second one less so, but it will still…”
“Can you just let me finish please?” the Prince interrupted. The King gestured for him to continue.
“She’s not a commoner, or a first cousin. She’s a… fourth or fifth cousin I think. But, like, here’s the thing: it’s Natasha Robinson. The Kerlian.”
The King froze, staring at his son. Prince Kristofer elected to stare back, attempting to appear defiant, but his nervousness showed in his eye.
“Oh son,” the King sighed eventually. “This one is going to be very difficult indeed.”

National Assembly, Hwagang, Haesan:
As soon as the gavel dropped on the vote of no-confidence and the parliamentarian read out the lopsided result, a wave of nervous energy swept over the deputies. Just 15 months after they took their oaths of office, they were back into the campaigning circus. For their political futures, these first two weeks were the most crucial, an intense internal political networking battle to see who can rise the highest on their party's regional deputy lists. The tension was palpable as the deputies huddled in their party groups, as they made tentative convention plans and frantically snapped up plane tickets back to their home provinces to start the frenetic campaign season, in what media pundits were already labeling the "most unpredictable election in Haesanite history."
For the Conservative Party and Liberty!, the two core constituents of the governing coalition, Jan van Deventer's fiery speech split their parties in twain. Their struggle would be to determine just how exactly they planned to reform and reunite their parties after the chaotic fallout. Perhaps that lofty task was too much to ask of junior deputies who entered the National Assembly on a miraculous tidal wave of popular anger at the "corrupt elites" just a year ago, but they would be forced to undertake it nonetheless.
As for Jan himself, the ousted PM was already headed home to his seaside estate in Ryujang. The man whose public tantrum started this fiasco was set to decamp and determine his political future. However, as he landed in Gyeongseong, his face was perfectly still and calm, as if nothing was amiss. Perhaps the outburst was more calculated than it initially seemed.
In Haesan, they say that the moon will guide you home. However, that night, a new moon rose over Haesan, and in the countryside the brilliant sunset transformed into an uneasy pitch black. The headlights of Jan's sedan cut through the inky darkness on the winding coastal roads, charting a murky path into the unknown.

The Parti du Nord had always been seen as a minor regional party. This is because, well, they always were a minor regional party. French language education isn't really an issue that pulls in votes in Suyang, or Hanyeong, or Namhae, all of the southern, densely populated manufacturing regions that are needed to win an election in Haesan with any significant deputy count. It makes intuitive sense that the Party of the North wasn't ever going to win seats anywhere other than the north, but now they have a vision and a desperate tactic to try and break through.
Martin Saint Fleur was an up and comer in Anfan politics, and now at 39 years of age he has been nominated as the party leader without much resistance. He is Arrivee through and through, and the old guard loved the zeal with which he pursued their traditional goal of federalizing the Haesanite government. However, Martin also had a clever little idea, to turn his Arrivee heritage into a ploy for Arrivee unity, with those other long-despised Arrivee just across the Iron Mountains. In just two years, while federalism and French language issues never stopped being important, economic integration with Laeral had become the party's primary issue. If there was anything to get southern manufacturers to vote for a northern party who does not represent them in the slightest, it might be by convincing their pocketbooks.
There are some within the party, especially those who Saint Fleur had trampled on his way to the top, who believe the party was losing its way. However, deep down, they know better messaging means more votes, which means more political security. If that fact alone isn't enough to convince them, then maybe the undercover Laeralite diplomats in the stands with their Ministry of Foreign Affairs-backed bank accounts can do the trick.
The party announced its unprecedented full slate of 395 deputies, many running outside of their home districts, and most of whom will assuredly lose, to a fanfare of traditional colonial French Haesanite marches and a cascade of pink and white balloons. With their convention out of the way early, most of the candidates will start a fierce rebranding campaign with the support of a party apparatus flush with Laeralian cash to try and do the unthinkable: have the Party of the North win outside of the north.
The Harmonious Academy of World Students
Welcome to The Harmonious Academy of World Students, or THAWS! THAWS is a brand new, state-of-the-art boarding school located in Murdarbe Province, Eiria. This location allows students to access both the famous forests of Murdarbe Province and the stunning beaches of Northeastern Eiria, providing suitable recreation and relaxation opportunities for its students. THAWS is close enough to local cities to make urban excursions easy, and yet far enough from these areas to maintain a tranquil, calming environment. Promethean Sea, International Democratic Union
Ordinary Seaman Jon Kristoffersen was on his break, thankfully. The merchant ship he was working on had just emerged into the open Promethean Sea after navigating through narrow waters past nations like Tearvan, Buckingham, and Arizcara. In addition to the ordinary worries of obstacles and bad weather (he'd spent a lot of time pumping water off the ship as waves crashed over it), these nations had an eerie feel to them. They felt half-abandoned, as if ghost ships bearing their flags could come rushing out of the fog at any time. Only 17, he'd joined this merchant ship after his three-month mandatory military service training following his graduation from Jonsen Hospitality Institute. Jon liked people, helping people, and to be honest, he wasn't a great student, and so hospitality seemed both easy and a way to meet people. But he wanted to see the world, maybe get a job at a foreign hotel, and the shipping services were always hiring. So he signed on for GD360/week and the chance to visit Caxcana.
As he rested on the rail of the ship, one of his bunkmates, Able Seaman Mikkel Bornesen, walked up to him and clapped him on the back. "It was a good job you did back there, Jonling. Navigating the Spøgelsesstrædet (Ghost Strait) with your sanity intact is no easy task for a landkrabbe like you. 'Tis a strange place."
Jon grimaced a bit at the backhanded nature of Bornesen's comments, but if the man one class and a few years ahead of you gave you a compliment, you took it. "I won't lie, Mikkel. I half-expected the Forhekset skonnert (Bewitched Schooner, Grundhavish Flying Dutchman) itself to come out and fix its hex-light on us. I thought I was used to sailing, but that gave me the shivers."
Bornesen laughed loudly. "Jonling, even the Forhekset skonnert itself couldn't get past our security! Those are hard-bitten veteran sailors and not even a ghost ship would faze them."
"I guess naval ships have seen a lot, huh?"
"Naval ships? Bless your heart, no! We've got pirates escorting us to Cape Auria. Sure, they've got markings that look an awful lot like official markings, and they might call themselves Søfartsbeskyttelsestjeneste (Seafaring Protection Service), but they're pirates through and through. When you're a pirate, you're prepared for anything."
"Mikkel, why the hell are we entrusting pirates to escort an aid convoy instead of actual naval ships? Won't they rob us and take the aid?"
"Jonling, the first thing about being a pirate is maximizing your profit. If pirates rob their customers, they lose their customers. Better to stick to preying on ships from small, unobtrusive nations and picking up the occasional contract from the government. Besides, I'm sure they, just like everyone else in this endeavor, are being compensated handsomely. Except us, that is!" He threw back his head and laughed.
"But the Lord Mayor said that everyone was doing this for the good of Cape Auria and Grundhavn. Didn't the businesses give the government discounted rates on goods and wouldn't the shipping company and the SBS do the same? What does money have to do with this?"
"Money makes the world go round, Jonling. Everyone has something to sell and something to buy. The Lord Mayor wants to sell a kindler, gentler Grundhavn and buy goodwill to open up more markets. The price is free aid to an impoverished place, but there's no such thing as a free lunch. Somebody's got to pay for the aid, and it was the government. I'm sure they'll use accounting tricks to make it look like they got a discount, but they can't stay in power and ask their friends to take a haircut. Besides, I'm sure they've got something up their sleeve to make this trip worthwhile."
"Mikkel, I don't think I like this view of the world. Does being a sailor make you this jaded?"
"Aye, Jonling, being a sailor does tend to color one's view. But it's the truth in this case, I'm afraid. Only ninnies like the Justice Party or Green League believe in authentic altruism. For the rest of us, everything has a price. It's just a question of what we're willing to pay to obtain it or how much we think we can get for selling it. Enjoy the rest of your break."

Jon Kristoffersen breathed in deeply. Was he really about to do this? In his hand, he held an identical copy of the key that opened this particular shipping container. It had cost him both Grunddalers and extra work, but a fellow named Ulfesen had been only too willing to make a copy for him. Ever since his conversation with Mikkel Bornesen that day, he had tossed and turned. What if he wasn't really on a humanitarian mission? He remembered the instructor saying that the Grundhavish service rifle was nearly identical in appearance to many other semi-automatic weapons manufactured by other nations. So these guns were going to be untraceable, or nearly so. This was the secret, then. Grundhavish arms manufacturers were going to be adding firepower to the Cape Aurian civil war. That wasn't right. RECOGNISING that such cataclysmic events require experienced commanders to dedicate their time to the formulation of strategies for survival and victory;
ACKNOWLEDGING the need to grant temporary powers to such individuals to protect our region during these events;
Hereby resolves the following:
§1 Appointment of N-Day General
1. The President of LIDUN is required to appoint an N-Day General no later than the final day of August each year.
2. The N-Day General shall hold their post only until the conclusion of the N-Day event.
3. The N-Day General shall be responsible for:
b. Negotiating Non-Aggression Pacts and other event-only treaties unless we are in an inter-regional alliance.
c. Recruiting other officers before the event, where necessary.
d. Assuming overall command of IDU forces during the N-Day event.
4. The N-Day General has a responsibility to:
a. Ensure that at least one officer is online throughout the event.
b. Ensure other IDU participants are following orders.
c. Prepare and produce a strategy for the IDU’s participation in the event.
5. The Regional Founder shall give the N-Day General both Appearance and Communications authority for the period lasting from the formal announcement of the N-Day event to the conclusion of the event.
6. Any further officers appointed by the N-Day General are required to follow the orders of the N-Day General and uphold the General’s strategy.
§2 N-Day Alliance Formation
1. The N-Day General is responsible for conducting negotiations regarding the IDU’s participation in inter-regional alliances for N-Day.
2. IDU members are entitled to vote on whether or not to join any inter-regional alliance.
3. The President of LIDUN may impose restrictions on the N-Day General regarding topics of negotiation at their discretion.
4. The N-Day General is responsible for liaising with any inter-regional alliance if our participation in such has been decided.
§3 Appointment of Zombie Controller
1. The President of LIDUN is required to appoint a Zombie Controller no later than the 25th of October each year.
2. The Zombie Controller shall hold their post only until the conclusion of the Z-Day event.
3. The Regional Founder is required to give the Zombie Controller Border Control authority for the period of between the 29th October and 2nd November.
4. The Zombie Controller shall be responsible for:
a. Informing member nations of the Regional Anti-Zombie Policy (RAZP).
b. Ensuring the borders of the region are closed throughout the Z-Day event.
c. Ensuring nations adhere to the RAZP.
d. Warning nations violating the RAZP of the potential consequences.
e. Kicking nations who repeatedly ignore said warnings for the duration of the event.
5. The Zombie Controller may appoint further individuals to assist in the issuing of warnings and reminders of the RAZP.
§4 Ejection of Zombie Policy Violators
1. Violators of the Regional Anti-Zombie Policy are entitled to two warnings given by Telegram from the Zombie Controller or their appointees.
2. Nations who persist in the use of Zombie Hordes following two warnings must be expelled from the region by the Zombie Controller or Founder.
3. Nations who persist in the use of Tactical Zombie Elimination Squads following two warnings may be expelled using the Zombie Controller’s discretion.
4. Nations expelled in this way shall be invited to re-join the region following the conclusion of the Z-Day event.

I would like the League to please consider and adopt the above amendment so as to better enable me and future Delegates to protect the IDU's international reputation, keep relationships with treaty allies in good condition, and maintain our long-standing position that griefing and malicious raiding is a stain on the game. There may be some new Security Council resolutions relating to injunctions where this discretion would allow me to stand with our treaty allies against malicious raiders. Now that the game has changed how some regions work, maintaining our allies is vitally important.
I would ask the League to please expedite any discussion and voting period on this.
