Description: UN Resolution #126: Fossil Fuel Reduction Act (Category: Environmental; Industry Affected: All Businesses) shall be struck out and rendered null and void.

Argument: UNDERSTANDING the need for effective legislation to promote clean and renewable energy alternatives and accelerate their development;

EMPHASIZING that such legislation should be sensitive to economic factors and circumstances, especially where small and developing nations are concerned;

ACKNOWLEDGING that Resolution #126: Fossil Fuel Reduction Act fails on this point;

RECOGNIZING that a mandate for a 2-percent annual reduction in fossil-fuel emissions based on a flat ?ceiling consumption rate? does not take into account the rapid growth of nations over time, and thus requires nations to cut emissions by much more than 2 percent each year;

REGRETTING that small and developing nations will be forced to bear the brunt of this mandate and withstand the most damage to their national economies, as their populations grow at a relatively faster rate, and they may not yet be equipped with the resources necessary for such a dramatic shift in energy supply;

CONCERNED that the ?time extensions? authorized under this act cover only catastrophic circumstances (specifically natural disasters, war and ?severe economic depression?) and may not allow nations to apply for extensions based on less severe economic or political conditions, such as domestic political turmoil, recessions or significant economic strain; and

TROUBLED by this act?s authorization of trade sanctions on noncompliant nations, which would force some governments to take drastic measures -- including imposing hefty new taxes on businesses and private citizens, placing severe new restrictions on private enterprise, and even seizing businesses and shutting down their factories if nationwide emission rates are not decelerating fast enough -- in order to come into compliance on schedule and avoid punitive sanctions,

The United Nations hereby REPEALS Resolution #126: Fossil Fuel Reduction Act.

  Two Proposal Ideas

I don't know why, but today I decided to write another proposal...so here are my ideas so far:

Prevention of H5N1 Epidemic
I'm sure most of you have heard about the H5N1 avian flu that is currently in Vietnam and other southeast Asian countries. Some ideas I came up with are:
-The creation of a UN Health Organization that would have the power to quarantine an area if there was a threat of spreading the flu
-Encouraging donations of Oseltamivir (the drug that is thought to prevent H5N1) to countries that are affected but cannot afford it
-Checking poultry for the flu regularly

If you think this would make a good proposal, I will do some more research and write a draft for it. If not, I came up with a back up plan Smile

Ban Chemical Weapons replacement
There has not been a replacement for Ban Chemical Weapons since it was repealed. Basically, all that would have to be done is to re-word the same points the original covered, and add that pepper spray, insecticide, and others would be excluded.

Tell me if you have suggestions, comments, ideas, etc., or have an opinion on which one to write. (I dont want to write both, the one I don't use can be written by someone else.)

RECOGNIZING the diversity of individual nations? peoples, cultures, political leanings, governmental systems, and economic situations, and the fundamental need for each person or group of people being able to express those unique characteristics,

SUPPORTING the view of many that democracy and its precepts (fair representation, and political license among them) can both address and categorize these disparate situations, attitudes, and lives more justly than any other system of government,

ASSERTING that substantially fairer representation and greater political license (prerequisites to democracy) accompanies ?local governance? (that those most closely involved with and knowledgeable of an issue address it), except on issues in which overarching, external intervention is necessary,

BELIEVING as impossible for an individual citizen in a member nation to receive a fair form of representation in taxation legislation made on a UN level,

DETERMINING, in the interest of fair representation and greater democratic freedoms, that taxation of national, domestic activities and products is best dealt with, at highest, by national government:

1.FIRMLY ENCOURAGES member nations to allow citizens the highest degrees of representation regarding the taxes incurred upon them, SUGGESTING each member nation and citizens in that nation regularly and soberly scrutinize their respective taxation system, specifically to understand its effects on economic liberty and social equality, and its general service to nations? peoples;

2.DECLARES and PROTECTS, as inviolable rights of nations:

  Proposed: Free Trade Zone for Automobiles

Hi all,

I am considering drafting up a resolution that will institute a free trade zone among UN member states for the automobile industry. Automobile industry jobs provide well-paying positions with plenty of opportunities in the engineering, art design, marketing, and professional fields. In the NS context, it will hopefully provide a boost to each nation's respective Automobile Manufacturing industries and boost the wavering economies of many nations that have an overreliance on regulation and protectionism.

I hope to achieve from this resolution a competitive advantage for the 30,000 or so UN member states, one such that it will entice non-UN nations to join this world body. As you know, I am trying to refocus the UN, among other things, to better facilitate international cooperation. In the absence of a WTO-like body in NS, I am hoping to utilize the UN to this end.

Questions? Comments? Will this run afoul of game mechanics?

  Here's the situation in Antrium

OK, you might have noticed I have left the IDU, and sent a colony (South Antrium) in my place.

This is because of a crisis in my first region of Iowa. There has been an invasion and now Abyss, who we have an embassy with, has stepped in to help. I need to return to the delegate position in Iowa for a while, to eject the invaders and to get things back to normal. I will continue to be active on these forums, and will continue to assist with Immigration duties. I will try to send Antrium back as soon as I can, but I do not know what will happen with Iowa in the future.

Invasions just suck.

Be back soon (hopefully)

Description: REALISING that national law can restrict diplomatic and consular personnel (hereafter referred to as diplomats) from carrying out their assignment

NOTING that unrestricted diplomatic immunity is subject to abuse

FURTHER NOTING that a lack of diplomatic immunity can lead to the abuse of diplomats by national governments for political reasons and cause undue interference with their official duties

EMPHASISING that the decision to grant diplomatic immunity is the exclusive prerogative of the nation in which the diplomat is to be serving (hereafter referred to as the host nation), and that diplomatic immunity may be revoked by either the host nation or the nation that the person represents (hereafter referred to as the home nation)

PROCLAIMS that a person holding diplomatic immunity is immune from arrest and prosecution by the host nation. The person may be detained by host nation officials only when necessary to prevent death or injury of that person or others. In such case, the law enforcement officers shall immediately notify the mission to which the person is assigned. The person shall be promptly released to the custody of an authorised representative of that mission upon request.

FURTHER PROCLAIMS that diplomatic missions and other property declared extraterritorial by agreement between the home and host nations are inviolable from search by host nation officials. Such property may be entered by host nation officials only upon request by the mission involved. Nations may negotiate other circumstances in which such entry is permitted

PROCLAIMS that goods and documents in transit to or from to or from diplomatic missions and identified as diplomatic bags or pouches are inviolable from seizure or search by host nation officials, and exempt from customs and excise duties

AFFIRMS that, if the host nation revokes diplomatic immunity and there is probable cause to believe that the individual has committed a crime under the host nation's law, the person must be tried for said crime under the rules of judicial procedure of the home nation. Evidence and testimony from the host nation must be weighed if admissible under those rules. The trial shall be conducted within the home nation's mission in the host nation whenever feasible. If found guilty, the person shall be immediately returned to the home nation for appropriate punishment

AFFIRMS that if the host nation revokes immunity the diplomat remains immune for prosecution by the host nation for any crime committed whilst the person had immunity

URGES nations to prosecute diplomats charged with crimes whose immunity has been revoked for non-political reasons

AFFIRMS that, if the home nation revokes a person's diplomatic immunity, he or she may face prosecution by the host nation for a crime committed while the immunity was in effect under the host nation?s laws and judicial system

PROCLAIMS that no nation may wilfully send any diplomat with the express purpose of committing a crime in the host nation

RECOMMENDS that nations cooperate in providing diplomatic missions with appropriate security.

Description: We, the United Nations, recognize the basic human rights of all individuals. This resolution seeks to reduce Old Age Identity/Expression Discrimination in order to give old people and others their chance to live dignified lives.

Believing that human right is rooted in the belief of human dignity; everyone deserves to be treated with dignity regardless of their old age identity and/or expression.


Defining Old Age Identity as a person?s innate sense of self -age; age expression is the external presentation of a person?s mental age.

Noting that Old Age Identity/Expression Discrimination affect not only trans-age individuals.

Recognizes that Old Age, is a recognized physical condition that can be diagnosed even by amateurs.


Convinced than people who are diagnosed with Old Age should have the right to seek for different types of treatment with the approval of a mental health professional.

Deeply disturbed that Old Age Identity or Expression discrimination has taken and destroyed many lives.

Be it resolved that that the following articles be recognized by the United Nations.

Article 1: Everyone has the legal right to express their mental age freely without unreasonable interference from the state.

Article 2:

1.) Old Age Identity and/or Expression alone are not grounds for any form of discrimination in the work place unless such identity/expression are clearly proven to preclude satisfactory performance of required duties; Discrimination includes, but is not limited to, unequal treatment in hiring, training, promotion and termination, be the source from other employees or employer(s).

2) Declares that this Article does not apply to:

A.) Situations where Employers wish to establish age specific dress codes or bathrooms at work.

B.) Religious Institutions. (Except in their For-Profit activities)

C.) Non-Profit organizations. (Except in U.N countries where For-Profit organizations do not exist or are an anomaly)

Article 3:

A.) The U.N is neutral on the subject of plastic surgery; however, these "age reassignment treatments" must be legal options available to people diagnosed with Old Age by the tabloids.

B.) U.N countries reserve the right to determine the source of funding for "age reassignment treatments".

C.) Health insurance companies do not have to include coverage for age reassignment treatments but must not discriminate people simply because of their old age identity and/or expression.

D.) Old Age identity and/or Expression alone are not justifiable grounds for hospitals and health care providers to refuse appropriate medical treatments to patients whose lives are at immediate risk.

Article 4: Any person who had undergone a Age Reassignment Surgery must be allowed to change his or her legal age. The issue of whether to grant non post-operative seniors or others the right to change their legal age will be for individual nation to decide.


Article 5:

Urges:

A.) Member nations to consider putting pre operative old inmates
in isolated cells if their personal safety is in danger.

B.) Member nations to accommodate mental age diversity if they haven?t already.

Article 6: If any member nation has rights and protections that go beyond those enlisted in this resolution, the Old Age Freedom Law will not remove them.
