The League of IDU Nations, also referred to as LIDUN or the League, is a voluntary regional governing body, and intergovernmental organisation, tasked with maintaining peace and security within the International Democratic Union though fostering political, cultural, economic, and social cohesion and cooperation. Through its Security Council, it is also responsible for the enforcement of ceasefires in conflicts that may break out between member states, as well as providing a forum for resolving such conflicts. The League is the successor of the IDU States Assembly, which was dissolved on 21 December 2021. There are currently 34 nations of the International Democratic Union that are members of the body, with the Slokais Islands currently serving as the body's President. The organisation is financed through dues levied by the League on its member states biannually. The League is the most powerful regional body that exists in the International Democratic Union.

LIDUN was created on 21 December 2021 immediately following the dissolution of IDU States Assembly; its foundation Charter was formally adopted on 18 May 2023 after eighteen months of debate and drafting. Member states of IDUSA were automatically enrolled as member states of LIDUN upon its creation, unless they had otherwise publicly stated they did not intend to join the new body.

Governed by a Charter, the League is formed of five councils; four committees-of-the-whole, and one council made up of state delegations nominated by the President of the League and confirmed by the body as a whole.[1] The four committees-of-the-whole - the Economic and Development Council, the Political and Human Rights Council, the Social, Cultural, and Scientific Council, and Budgetary and Internal Affairs Council - concern themselves with producing resolutions that express positions on, or guidelines relating to, human rights abuses, space cooperation, trade and economic development, or political instability, among other issues. The fifth council, the Security Council, may enact binding resolutions or sanctions on member states in order to resolve conflicts or deter abusive behaviors, and deploy peacekeeping troops to bring conflicts to a close.

The League of IDU Nations is led by a President, the office of which is held by a member state elected by the body for one calendar year; that member state nominates an individual, usually a citizen of their own country though that is not a requirement, to hold the position of Secretary-General for the same time period. The Secretary-General serves as the ceremonial head of the League. The incumbent Secretary-General is Segonato Ulis from Slokais Islands.[2]

In December 2021, the delegation from Sanctaria moved to dissolve the IDU States Assembly and form a new body as a successor, the League of IDU States. The reasons given by the nation's delegation included the argument that IDUSA no longer suited the needs of the region, and that a new regional body with stronger powers to manage potential conflicts, trade discussions, and political and human rights questions was needed. The question was received with widespread support, and IDUSA was disestablished on 21 December 2021, with LIDUN replacing it as a legal successor on the same date.

Laeral was selected by the new body as its first President to serve a term of one year starting on 01 January 2022. Much of the body's first year under the presidency of Laeral and its designated Secretary-General Aurélien Demange was organising its structure, implementing basic rules for the body, and the drafting of the body's foundation document, which later became the Charter. The Laeralian presidency was unable to complete drafting of the Charter before the nation's term of office ended, and its delegation continued leading the drafting process after it was succeeded in the Presidency by the nation of Eiria.

The Charter was formally adopted by the League on 18 May 2023, with Eiria selecting Charles Danton as their nominee for Secretary-General of the body for the remainder of their term shortly thereafter.[3] Under Danton, the first six members under the Charter's new procedures of admission acceded to the body on 21 May 2023, bringing the total number of member states in the League to 34.

Structure[edit | edit source]

The League of IDU Nations consists of four committees-of-the-whole, and a fifth committee, the Security Council, where the membership is nominated by the President and confirmed by the organisation's membership.

Economic and Development Council[edit | edit source]

The Charter established the Economic and Development Council, also known as the EDC, as responsible for producing resolutions and facilitating discussions on regional trade, economics, international commerce and commercial regulations, and national development, among other related issues. This is one of the League's four committees-of-the-whole, therefore all member nations of the League sit on this Council.

Political and Human Rights Council[edit | edit source]

Another of the organisation's four committees-of-the-whole, the Political and Human Rights Council, also known as the PHRC, is responsible for reviewing cases of human rights abuses by a member state, resolutions surrounding democracy and the practice of politics within and between member states, and declaring, protecting, and interpreting specific human rights. This Council is also empowered to appoint Special Rapporteurs to investigate instances where human rights abuses or interference in democracy and/or political well-being is suspected. All member states of LIDUN sit on this Council.

Social, Cultural, and Scientific Council[edit | edit source]

The Social, Cultural, and Scientific Council, frequently shortened to the SCSC, is a committee-of-the-whole charged with producing resolutions and facilitating discussions pertaining to, among other things, furthering of scientific and space cooperation and discovery, environmental conservation and preservation, and the recognition and protection of sites of cultural heritage. As a committee-of-the-whole, all League member states sit on this Council.

Budgetary and Internal Affairs Council[edit | edit source]

The final committee-of-the-whole established by the Charter, the Budgetary and Internal Affairs Council, or BIAC, is the Council charged with evaluating nations petitioning to join the League, as well as voting to confirm the nominees of the President to the Security Council. It is responsible for regulating the civil service of the organisation, any bodies or agencies the League establishes, and for debating and passing the biannual budget to fund the organisation. All League member states sit on this Council as a committee-of-the-whole.

Security Council[edit | edit source]

Described by the Charter as the "chief decision-making body ... on all matters of international security", the Security Council is comprised of member states selected by the nation holding the Presidency[a], and who are confirmed by the BIAC. The Security Council is responsible for debating issues of global import, resolving conflicts, and enacting binding resolutions or sanctions where necessary on League member states. Should the organisation decide to mobilise peacekeepers under its banner to de-escalate conflict or assist in humanitarian zones, it is the Security Council who votes on that deployment and who oversees management of the force.

In addition to the nation holding the Presidency, four members of the Security Council are elected from amongst its number to sit on an Inner Council; the purpose of the Inner Council is to prioritise topics of discussion for the Security Council to debate and ultimately vote on.

Membership[edit | edit source]

Membership of the League of IDU Nations is regulated by Article 11 of the organisation's Charter. Nations within the International Democratic Union that possess international recognition and a permanent population are entitled to petition the body for membership. In order to accede to the League, the Budgetary and Internal Affairs Council must agree to the petition by a two-thirds majority vote; to date, no nation has had its petition rejected by the Council.

Nations may not be expelled or have their membership cancelled by vote of the League, though they may choose to resign from the organisation themselves. In situations where there are multiple governments laying claim to a nation's territory, LIDUN has the discretion to choose which government they recognise as the legitimate one to represent the nation in the organisation. Where member states no longer meet the criteria under Article 11 of the Charter to be members of the League, their membership is automatically considered lapsed.

As of May 2023, there are 34 nations within the International Democratic Union who are members of the League of IDU Nations.
