The 24 Provinces of Haesan are constitutionally created subdivisions of Haesan which serve a solely administrative purpose. Among Haesan's 24 provinces are the autonomous cities of Suyang and Anfa as well as the autonomous capital city of Hwagang, whose provincial duties are carried out by their popularly elected local governments. Soeyan Province, while claimed by Haesan, has not been administered by a Haesanite government since 1964.

Excepting the special administrative cities who are governed by the mayors of those respective cities, provinces are run by a governor appointed by the President of Haesan. These appointments are largely ceremonial, and as such, many have traditionally been given to members of different parties in exchange for political favors. Formally, the governors of provinces are tasked with ensuring that execution of legislation occurs seamlessly at local levels, and often legislation will specify that provincial authorities are in charge of its enforcement. Provincial authorities have no power of the purse and are only allowed to staff and acquire resources under the purview of the budget granted to them by the federal government. Autonomous cities may supplement their provincial budget with local tax revenues but may never use funds given from the legislature for municipal projects.

All of the provincial boundaries of Haesan have some historical basis, and many provinces have histories dating back to the Warring Dukedoms period starting in the 5th century. By the time the United Dominion of Haesan was formed, many of the provinces had been drawn in their present form. Boundaries changed somewhat during the colonial period as Lemonnier and Vernier did not exist in their present forms before the French colonization of the north, but since 1800 they have remained largely constant despite the various political regimes that have governed Haesan throughout that period. In historical Haesan, provinces wielded much more authority than they have throughout the last century.

Although they have little political authority, provincial identities are extremely important in Haesanite culture. Moreso than in other nations in the IDU, traditions, dialects, and self-identification vary greatly across provincial boundaries. Strengthening these identities, provincial divisions are also used in a wide variety of inter-Haesan competitions, from sports and academics to idol competition shows and variety TV.
