The Novella Islands Passport and Identity Booklet (PIB) is the primary identity and travel document used within the Social Republic of the Novella Islands. Issued upon application to the Novella Islands Office of Identification, the document entitles the bearer to unrestricted international travel,[a] and access to government services within the Novella Islands.

Note to foreign authorities

Inside the front cover of the booklet is a note issued on behalf of the First Minister of the Novella Islands, identifying the bearer as a Novellan citizen (or otherwise protected individual), and requesting they be accorded such rights consequently afforded:

The First Minister of the Social Republic of the Novella Islands, being the head of state and elected representative of the Novellan people, requests all those whom it may concern to allow the bearer, a Novellan citizen or protected individual, to pass freely without let or hindrance, and to afford them every assistance and protection of which they may stand in need.

The Novella Islands does not restrict the emigration of either its citizens or foreign nationals, provided they possess a valid passport, and are not the subject of any investigation or arrest warrant. Similarly, the Novella Islands does not restrict the immigration of individuals holding a valid Novella Islands Passport and Identity Booklet.
