The Kerlian Women's Safety Index (KWSI) is a ratings system used in Kerlile to assess the physical and psychological safety of women in different states. It collates a number of different statistics together to assign each state a numerical rating and a description of the quality of life to be expected by women living in or visiting said state. The KWSI has been criticised for being biased in favour of nations that support Kerlian policy.

Each nation is given a score out of ten in five areas; Equality of Treatment, Equality of Opportunity, Equality of Attitude, Expectations on Women, and Attitudes to Feminist Progress. Each nation is also then given an overall score. The Index is managed by a Kerlian government-funded agency called the Kerlian Women's Safety Board (KWSB).

Development

The scale was first developed following the Kerlian Civil War in the 1990s to inform both Kerlile and women abroad of the potential risks associated with visiting or maintaining relations with a number of nations. A survey is carried out of each nation on the Index every 2-5 years, depending on ease of access and resources available. The methodology is known to change subtly with each new iteration of the index; however a guide to the methodology has never been made public.

Criteria

Criteria used in the classification of countries in the KWSI include the gender balance in legislative bodies, judicial bodies and on company boards, alongside the gender of current & past leaders. Crime rates are also considered, especially sexual assault rates, domestic abuse rates and the conviction rates for these crimes. Religious demographics are taken into account, particularly the numbers of residents who practice religions banned in Kerlile for being 'patriarchal'. The Kerlian Women's Safety Board (KWSB) who administer the KWSI also carry out surveys on attitudes towards women or use existing surveys. They also send employees to various countries to carry out investigations and assessments. Finally, the legal status of women in the state, and relevant policies of the current government, are considered.

Sections

There are five 'areas of study' investigated by the KWSB prior to rating a country. Some of these areas of study are based almost completely around quantitative measures, however others include qualitative investigation of life for women in the country being studied.

Equality of Treatment

This section measures how women are treated in law and by official bodies within the nation. It considers both explicit treatment in laws, and laws which could affect the treatment of women: e.g. marriage laws, abortion laws, conscription policies, etc.

Equality of Opportunity

This section measures whether or not women are able in practice to take advantage of the same opportunities as men. It is measured using a combination of the proportion of women in official bodies, corporations (if applicable), alongside the history of these opportunities.

Equality of Attitude

This section measures societal attitudes towards women, what Kerlile terms the 'residual patriarchal subconscious'. This section is measured based on how women are treated by men and each other in everyday life, rather than in law.

Expectations on Women

This section considers whether women in the country are expected to carry out any unpleasant tasks as a result of their gender. This may include compulsory childbirth, compulsory marriage, arranged marriage or other such gendered expectations. This section considers both law and culture, with legal expectations being rated more harshly than cultural ones.

Attitudes to Feminist Progress

This is the only section that has no published criteria. It is believed to be based solely on the attitude of a country's government towards Kerlile, and the Council of Kerlile's attitude towards that country.

Classifications

There are ten classifications under the scale, ranging from Excellent (only possible for allies of Kerlile) all the way to Dangerous. Nations classed as dangerous are automatically sanctioned by the Matriarchy of Kerlile and Kerlians are forbidden to travel to them.
