The Tribal Council is a representative body in Slokais Islands created in 2011 by Joseph Zhang following the passage of the Tribal Representation and Governance Act. The goal was to increase the amount of indigenous input into affairs related to native people. Members are elected by popular vote by tribal members, with polling places placed in tribal areas, those living outside of these areas may request a ballot. The first election was on December 10th, 2011, electing 14 members, although this would be expanded to 19 by 2017.

The idea of a Tribal Council to represent the unique position of Slokasian Indigenous people was first proposed in the 1970s. This was primarily by the third-way National Unity Party. In 1979, Raymond Chen-Hu organized the first Tribal Congress of Indigenous Leaders. The primary goal was to support the self-government of tribes. After 1985, 10 tribal areas were given autonomy like a township. During the Second Kaijan War, many tribal activists joined Kaijanese rebels over frustrations with govermeant recognition. As part of his plan for Kaijanese development, the Tribal Council was proposed, and with the support of their more left-wing government partners, the Tribal Representation and Governance Act was passed in 2011. All 14 tribes with tribal areas were given one seat to be decided by tribal members, in whatever way the local tribe decided. Most tribes picked a two-round jungle primary method to decide their representative, however, the Tamna People of the Northern Isles use a popular primary of all tribe members regardless of voting status. In the first election, the Centrist Party won a majority of seats.

The Tribal Council also acts as the board of directors for the Tribal University System, which includes 15, Indigenous-Serving Institutions (ISIs). Regarding political power, the tribal council's decisions are generally designated to apply only to tribal members or those within tribal areas. In 2019, Northern Isles Public Television refused to comply with a Tribal Council resolution to display programming on public television in the Tamna language. This led to a court case, that declared "in resolutions regarding tribal languages and language programming public bodies must attempt to comply with the text of the resolution".
