The RLYO was established following the Youth Empowerment Decree of 1959 and a total of 423,750 people are currently enlisted. Upon enlistment, the recruits are subjected to rigorous non-combat paramilitary training for 8 months after which they are deployed in various roles to wherever needed.
The RLYO is officially a non-combatant paramilitary and civilian volunteer organization which is under the Ministry of Youth and Gender Affairs although it is also influenced by the Ministry of Defense and Ministry of Labour which may request its assistance in various activities such as reforestation
