The Tribal Council was created in 2011 by Joseph Zhang following the passage of the Tribal Representation and Governance Act. The goal was to increase the amount of indigenous input into affairs related to native people. Members are elected by popular vote by tribal members, with polling places being placed in tribal areas, those living outside of these areas may request a ballot. The first election was on August 10th 2012, electing 14 members, although this would be expanded to 19 by 2017.
