Toquihu is the current Prime Minister of Xiomera. He was the first Prime Minister of Xiomera after the creation of that office by Empress Calhualyana following the Second Xiomeran Civil War. As of 2024, he is the only person to date to have held the Prime Minister's office.
Early Life and Education
Toquihu was born on February 7th, 1973 in Tlālacuetztla, Xiomera. His father was Cualxiuitl, a high-ranking executive with energy giant Imperial Petroleum. His mother was Acachitl, a partner with the high-prestige law firm Chicomemac Associates.
As the son of two wealthy and powerful figures, Toquihu was granted admission to Special Calmecac Montelin #1, Xiomera's top-performing school of secondary education. After graduating from SC Montelin #1, Toquihu attended Huitzitaca Polytechnic University, Xiomera's second-most prestigious university. Toquihu graduated with a joint degree in law and business administration.
Business Career
After graduating from university, Toquihu was given 35 million quetzals in seed money by his parents to start the private equity investment firm Matpopoca Capital. Toquihu's new firm quickly earned a name for itself through investments in venture capital, with multiple successful startup ventures credited to the firm and helping it to quickly grow its base of funding. Matpopoca Capital would later expand into corporate acquisitions and leveraged buyouts. It was during this period of expansion that Toquihu, and the other partners in Matpopoca, greatly expanded their own personal wealth as well as that of their firm. This often came at the expense of the bought-off firms, many of which would have to shutter facilities or stores and lay off mass numbers of employees to survive. Several Matpopoca-acquired companies would fail completely, exacerbating those conditions.
Political Career
Toquihu first entered Xiomeran politics in 2009 through his involvement in the Good Citizens' League of Xiomera. The GCL was created in 1969 as a group dedicated to "standing up for Xiomeran values, culture and heritage". Through a combination of rhetorical skill, staunch support for the Xiomeran government, and the application of his personal wealth, Toquihu would rise within the GCL to become its President in 2018. Under his leadership, the GCL became even more strident in its support for "traditional Xiomeran values". The GCL would also become more militarized during this period, forming aspects of a paramilitary organization.
During the Second Xiomeran Civil War, Toquihu would back those responsible for overthrowing Yauhmi as Empress. The GCL, as well as the Xiomeran business community Toquihu was a notable figure in, had been strongly opposed to Yauhmi's plan for gradual reforms. They were also opposed to her plan to modestly increase taxes on wealthy people and corporations to fund a rudimentary social welfare plan. Toquihu would first back Xochiuhue, before switching sides to support Calhualyana after Xochiuhue was deposed.
After the war, Empress Calhualyana sought to create a new political party and positions such as a Parliament and Prime Minister's office. These moves were meant to "provide Xiomerans a chance to express some say in who their leaders are while maintaining and expanding the base of support for the institutions of the Imperium", as stated in the founding charter of the Xiomeran Citizens' Party. With the backing of the Empress, Toquihu registered the XCP as a political party on December 7, 2020, The GCL was used as the core of the newly created XCP, which would eventually become the defacto official national party of Xiomera.
As the founder of the XCP, Toquihu ran for Prime Minister as Calhualyana's preferred candidate. He defeated reformist candidate Cozamalotl and far-right candidate Xayactochtli with 62.63% of the vote.
In January 2024, Toquihu would easily win re-election. Unlike in 2021, elections for Prime Minister were no longer held in a public vote. Instead, XCP party members voted internally among multiple candidates for Prime Minister. Toquihu won with 3654 votes in favor, two against, and one abstention.
Political Positions
As the standard-bearer for the XCP, Toquihu has aggressively pursued its "New Empire" and "Xiomera First" political positions.
On domestic issues, Toquihu has strongly opposed democratic or political reform in Xiomera. He has also backed the hardline policies of the country's Justice Minister, Cuicanan, in cracking down on dissent. He promotes the XCP as the "natural leader of all things in the country" and as "the essential source of all success and benefits of the Imperium". He also has been instrumental in how XCP support and membership has become essential in both the political and business sectors of Xiomera. Those who oppose the XCP or try not to participate in it are increasingly isolated within Xiomeran society, a shift in societal attitude that Toquihu has also supported. "Those who hate the XCP and the Throne hate Xiomera. Those who hate the XCP and the Throne wish to see us fail as a nation, and deserve all contempt and disdain they receive. They deserve no place in society," Toquihu told the XCP National Congress in 2024 at its annual meeting.
On foreign affairs, Toquihu has helped define and strongly supported the nationalist and expansionist policies of the current Xiomeran government. He has defended Xiomeran attempts to expand Imperial holdings as "a natural expression of every strong nation's right to grow". Toquihu has also defended Xiomeran attempts to intervene in other nations, such as Auria, Taragai and Roucourt. "Our interventions in other countries create structure where there is chaos. Prosperity, civilization, stability and order are the cornerstones of the Empire, and we bring those things everywhere we are allowed to do so without interference," Toquihu said in his annual address to the nation in 2023.
Family Life
Toquihu married his spouse Acachitl, the CEO of Xiomeran strategic intelligence firm Toltenen, on September 21st, 1999. The two of them had a son named Mizquixiuitl on March 3rd, 2002.
