- ↑ Technically bicameral in structure, in that the Imperial Council exercises a reviewing and veto function over legislation passed by the Legislative Assembly. However, as the Imperial Council's membership is drawn entirely from within the Legislative Assembly and appointed at the pleasure of the Empress, the distinction between the two chambers is one of function rather than composition or origin. The system is therefore better understood as a unicameral assembly with an internally differentiated reviewing mechanism than as a bicameral legislature in the conventional sense, though the bicameral designation is retained in formal constitutional description.
