Before the arrival of settlers, the Northern Isles were inhabited by a number of tribes such as the Islayas people, the Islayas built fishing settlements as well as a number of stone structures related to their religion To-Keng or "way of being". The largest of these is located near Kirkwall and consists of 18 stone pillars leading to the highest point in the Northern Isles, Mt Jiaxiang. In 837, settlers of the White Flower Temple established a walled settlement on Kirkwall Island. They converted most of the local population to Minjian and built a temple on top of Mt Jianxing.

In 1893 on Richmont Island, rural farmers and fishermen got tired of paying taxes on exports of supplies so they went to the Richland Township buildings and buried them to the ground, They then collected $40,000 from a local bank. In response a militia was formed by the Provincial Government and up to this point, the federal government could not respond. The Northern Isles Militia eventually captured or killed all rebels, burning the town of Leewell in the process, they then executed the leaders and began a 2-year occupation of the island. This event showed how the federal government could act on local issues.
