Background
The Kaijan League was founded in 2016. Their mission was to free Kaijan from the so-called "Government Operation". They may have started planning the November 20 attacks as soon as 2019. They built a secret airbase in the remote mountains of Kaijan and got a lot of weapons and gear in return for cash. Before the War, their numbers were around 30 by late December 2019, having over 450 fighters and many other contacts.
