Chloe Conde (born 1987) was a Kerlian military officer with the rank of Colonel during the Second Lauchenoirian Civil War, who was later convicted of war crimes for her actions in Usera.
During the Kerlian occupation of Usera, Conde was left in charge while her superiors remained in Yerville. Under her command, the Kerlians executed a number of prisoners of war, denied medical attention to the wounded, and summarily executed anyone who insulted Kerlile. She pled guilty to all charges and was sentenced to 25 years in a Sanctarian prison by the Truth and Reconciliation Commission set up by the Haven Accords.
