Laeral's territory is divided into 33 provinces as well as the Xueyan Special Administrative Region and Allied Cities .
Provinces of Laeral are subnational administrative units established under the Laeralian Constitution. Under Laeral's federal system, Laeralian citizens elect provincial governments who have the power to impose taxes and pass legislation on certain subjects, as well as administer certain public services such as education, welfare, and transportation. These services are funded in part by the federal government and partly through provincial taxes. Provincial government are conducted under either a presidential or parliamentary form of government, headed by a Governor or Chief Minister, respectively.
Provinces have existed as subnational administrative units since Laeralian independence, although their autonomy with regards to the federal government has varied significantly. Under the First Allied Provinces period (1855-1922), provinces maintained their own military forces and trade policies, yet the federal government was gradually vested with greater power. During the Republican Era, the central government exerted significantly greater power than the provinces.
