The Progressive Party was formed to contest the 1965 presidential election, which was held following President RRéne Gramont's declaration of a National Emergency and the ensuing crackdown on civil liberties, ending in Gramont's death of a heart attack. The party could trace its roots to the "loyal opposition" that existed under the Republic of Laeral, consisting of independent and opposition party lawmakers within the National Assembly who held policy differences with the dominant Social Democrats but supported the general goals of the Gang of Five and the Rose Revolution.
