Kalin installed a new communist government, and to secure his new government, Kalin formed a new council, the PVAO (People's vanguard against oppression), and tasked it with purging enemies of the state. The PVAO mainly purged remnants of the old government, with a small amount of party members deemed disloyal to the state. In 1919 Kalin was diagnosed with an unknown fatal diseased, this caused him to pick a successor, and instead of picking his son Koskov, he instead chose the son of one of his political adversaries, Buklin Andrei. When Kalin died in 1925 Buklin was supposed to take power however Koskov, which had been gaining forces since 1920, captured the newly built people's hall.
