National Open Universities are higher education institutions in Laeral that exist separately from the standard network of public Laeralian universities. The NOUs are highly competitive, prestigious institutions that receive a separate status within the Ministry of Education; NOU graduates tend to make up the higher echelons of Laeralian social, corporate, and political life. The aim of the NOU system is to turn Laeral's finest students into well-educated individuals capable of making immense contributions to Laeralian progress.

In contrast to their name, National Open Universities are extremely selective. Admissions rates for NOUs tend to range from 15-20%, with applicants selected through application processes including Laeral's national standardized exams. The NOU system also accepts a substantial number of international students; roughly 20% of NOU students are international.
