"Citizenship" just means getting 'IDU member' status on this forum, giving you slightly more access to threads than a casual visitor, and getting the right to vote (if you hold WA membership with a nation here at the time) in elections. There aren't really any formal obligations involved, apart from the usual expectations of reasonable politeness and not supporting raider take-overs or coup attempts.
