I've changed IDU Official to Administrator, since I think that's causing confusion, and created a new IDU Government for government officials; this gives Global Mod status but no access to Admin CPs.

Scion, Ascovis, and Dark Star have all been given IDU Government maskings.

Note (to self more than anything else, but handy to have here): If someone is an Administrator and is then/also elected to a government position, don't change their masking from Administrator to IDU Government because then they lose Admin status.
