Mikitivity actually does not *mind* it when UN resolutions target specific groups or interests, because we believe in due time copy-cat resolutions can be modified to address other groups.
For example, when Grosseschnauzer, Groot Gouda, and my government drafted the Tsunami Warning System resolution we seriously debated going with the focused tsunami resolution vs. the more general natural disaster resolution. In time both resolutions were realized, but the more specific resolution was something of the gateway used to avoid complaints such as, "This is way too general".
At this time, we've not cast a vote and are undecided. We do recognize the sovereignty claims echoed here and in the UN, but at the same time, we feel there is some need for the hearing impaired to have some international attention. What we'd rather see is a resolution mandating that international flights have standardized tools or people skilled in communicating effectively with the hearing impaired. Such a resolution would be very tightly focused, but would also acknowledge their basic right to equivalent services.
OOC: I don't know why, but I often have a hard time understanding most people. In my case it isn't a hearing impairment, so a resolution such as this would not help, but rather the fact that most people tend to mumble and in both English and the wee-bit of German I've learned, I need people to sound the way I was taught. That said, I *do* understand the frustration that the hearing impaired must have and honestly am very sympathic to the basic idea behind this resolution.
