Description:
Overview: The minority group of those with life-long hearing impairments often goes unnoticed in society. Since this group of people are frequently the most active, publicly, of any of the sensory disabled peoples (eg. People who are blind or mute) the governments of the United Nations Members should take actions to help them.
Mandates:
The Hearing Impaired Aid Act requires that all nations provide the following services/ accommodations to its hearing impair population within 5 years of this Acts passing.
1.) For the population currently attending Public/ Private Schools or colleges.
A.) A skilled interpreter must be provided for students that suffer from a profound hearing loss that amplification cannot help in through the use of auditory amplification devices (eg, microphones in conjunction with hearing aids).
B.) Auditory amplification devices must be provided to students suffering from a hearing loss that would benefit from the use of auditory amplification devices. Also, if needed, an interpreter may be used in conjunction for the more severe loss in this category.
C.) Also schools/ colleges must provide written copies of notes/ announcements to students at their request.
2.) For public Buildings:
A.) All libraries, museums, theaters, malls, or any other large place of public gather must support use of special amplification technology for hearing aids.
B.) If not already done, emergency systems such as fire alarms must use some sort of visual alarm system for people with these hearing impairments.
3.) Health Care:
A.) For those not able to afford hearing aids, ear or hearing assisted surgeries, and medical appointments, the government must provide these people with some or all of the money required to receive these services.
B.) Every hospital must have an audiologist on staff for availability of these patients.
After word: Everyone, including the disabled needs a chance for a good life in society. Do not leave those who can not hear.

I'm voting AGAINST.
Don't get me wrong, it's not that I don't care about the hearing impaired, but it seems a little excessive, not to mention expensive. And it never says who should pay for any of the things listed in Clause 1.
I don't understand what 2a is saying, maybe someone could explain that to me. But how would somewhere not be hearing-aid-friendly?
And there's a huge loophole in 3a. For example, my government could pay V$0.01 for each hearing aid, and fit the requirements.
I think this needs some serious correction before it is passed.

As I now work for a nonprofit organization that provides assistance to the blind and deaf community I am always in favor of improving their lives. In this resolution's case, however, I'm torn because while it would improve the lives of those who are hearing impared, Antrium is right in that it doesn't give enough details.
Also, why specify only one of the difficulties people deal with. Deaf people may be more active but does that justify the most attention? One could also argue that blind people need the most help because they can't see. Or that mute people need it because they can't communicate verbally, etc.
I feel if I voted for, it would be another hollow resolution that wouldn't be as effective as it should be. On the other hand, if I vote against, I feel I'm betraying the mission of my organization. Therefore, I will abstain.

Mikitivity actually does not *mind* it when UN resolutions target specific groups or interests, because we believe in due time copy-cat resolutions can be modified to address other groups.
For example, when Grosseschnauzer, Groot Gouda, and my government drafted the Tsunami Warning System resolution we seriously debated going with the focused tsunami resolution vs. the more general natural disaster resolution. In time both resolutions were realized, but the more specific resolution was something of the gateway used to avoid complaints such as, "This is way too general".
At this time, we've not cast a vote and are undecided. We do recognize the sovereignty claims echoed here and in the UN, but at the same time, we feel there is some need for the hearing impaired to have some international attention. What we'd rather see is a resolution mandating that international flights have standardized tools or people skilled in communicating effectively with the hearing impaired. Such a resolution would be very tightly focused, but would also acknowledge their basic right to equivalent services.
OOC: I don't know why, but I often have a hard time understanding most people. In my case it isn't a hearing impairment, so a resolution such as this would not help, but rather the fact that most people tend to mumble and in both English and the wee-bit of German I've learned, I need people to sound the way I was taught. That said, I *do* understand the frustration that the hearing impaired must have and honestly am very sympathic to the basic idea behind this resolution.

As much as I appreciate the idea behind the resolution, I have to agree with Antrium that this is not a well-crafted piece and may ultimately create more difficulties than it resolves.
The Empire will go on record as being supportive of a resolution of this nature, just not this specific resolution.
