I'm voting AGAINST.
Don't get me wrong, it's not that I don't care about the hearing impaired, but it seems a little excessive, not to mention expensive. And it never says who should pay for any of the things listed in Clause 1.
I don't understand what 2a is saying, maybe someone could explain that to me. But how would somewhere not be hearing-aid-friendly?
And there's a huge loophole in 3a. For example, my government could pay V$0.01 for each hearing aid, and fit the requirements.
I think this needs some serious correction before it is passed.
