This is more or less similar to the concept I've been using for "the Schnauzerlands" and what I originally labelled as "The Treaty of Mutuality" There are six schnauzer states in the IDU (and one in TNP) and that explains why their flags are similar (except for fhe colors), why they have the same currency and national animal, and why they're all "Democratic Federations" -- which is intended to imply identical governmental strcture at and below the national level. The schnauzerlands use a federated model rather than a commonwealth model, with a federal parliament, and an equal number of members elected from each member nation.

It makes sense to me if there is a Keeslandic commonwealth as well. As I see this, there would be ethnic schnauzervolk in the westernmost area of the commonwealth, and ethnic Keeslanders in the two easternmost schnauzerlands (SD and GS) because of the shared access to Democracy Bay which forms part of the border of all three.
