I think this draft on the chemical weapons topic still has problems.
Pesticides are toxic. One could argue they are banned because they might be used in wartime as a defoiliant (as Agent Orange was in the Vietnam conflict.)
Somehow, a distinction needs to be included that distinguishes between appropriate uses for industrial, agricultural, commercial, personal or household/consumer, or law enforcement use, and other uses including military uses. Since many toxic chemicals have both legitimate and aggressive uses, somehow the nature of the use of the toxic chemical has to be incorporated into the proposal.
