I do agree that the one should focus generally on pandemics, or epidemics, and not on the potential avian flu pandemic specifically.
The tsunami resolution, as am example, never mentioned the South Asian tsunami which insipred it, but dealt generally with the risk tsunamis presented. The same approach would work well here, I believe.
