OK, the first draft was terrible, so here's the second draft:

I think that with that definition of "chemical weapons", tear gas, pepper spray, and mace should be allowed, but that may need to be cleared up some more.
Suggestions/comments/criticisms/ideas/etc. would be greatly appreciated
