Two Proposal Ideas

Some really quick points (for now):

On the first idea, I would take a look at previously adopted UN resolutions, especially some of those that were IDU sponsored, such as the IRCO, the Tsunami Warning System and the Natural Disaster resolutions. I think if carefully crafted, you could come up with something that would build upon (or even adapt) some of the provisions and entities included in those resolutions and other, and that will make the proposal a stronger "sell" in the Jolt forum.

On the second idea, as I recall the objections that were raised that supported repeal was that non-military uses of chemical weapons seemed to be covered in the repealed resolution. So the focus here would be to fashion language that banned the military or ciminal use of chemical weapons, but permitted their use in law enforcement (or the self-defense of individuals from criminal attack.)

While you're mentioning ideas, I will mention that I'm trying to open up some time to focus on finally putting together the third resolution to complete the trilogy that started with the Tsunami Warning System and Natural Diaster resolutions. This one would focus on the standardization of durable public buildings for use as protection, shelter, etc., in the event of natural disasters, and recommended appropriate building standards to protect other public and all private buildings. In view of the recent spate ofreal life diasters (several category five hurricanes, flooding, major earthquakes, as well as the tsunami last December) such a proposal would probably be more successful now than it would have had it been developed back at the beginning of the year.
