No, it really doesn't. If someone was a slave when the original was passed, then they would in all likelihood remain a slave to this day. I also would point out that there are no limits on 'gifting' slaves, such as in bequests, birthday presents etc, and as such there isn't even a particularly effective bar on the trade of persons.
