Summary
To establish a Convention to draft a Universal Human Rights Framework, to be passed by the Political and Human Rights Council for ratification by the member states of LIDUN.

The Political & Human Rights Council,

Acknowledging the fundamental importance of human rights in promoting dignity, equality, and justice for all individuals,

Concerned at the absence of a formal international human rights treaty outlining the rights and responsibilities of nations and individuals,

Recognising that a comprehensive and universally applicable human rights framework is necessary to protect and promote the inherent rights and freedoms of every person,

Emphasising the need to address ongoing human rights violations and the challenges faced by marginalised and vulnerable populations,

Reaffirming the commitment of member states to the principles and purposes of the League of IDU Nations, including the promotion and protection of human rights, as outlined in the Preamble of the Charter of the League of IDU Nations,

1. Establishes the Convention on a Universal Human Rights Framework, tasked with the following objectives:
a. Identifying existing human rights principles, norms, and standards from international, regional, and domestic sources,
b. Consolidating those principles deemed to be present and universal across every culture and society into a draft covenant of rights,
c. Consolidating those principles with broad support, though subject to legitimate and significant objection, into individual draft optional protocols to the above covenant,
2. Invites all member states to participate in an equal manner in the above Convention, in order to allow the widest possible variety of cultural and societal perspectives on the issues at hand,
3. Urges member states to ensure their delegations to the above Convention are of a broad composition with regard to views on matters related to the development of human rights principles,
4. Emphasises the significance and importance of seeking broad consensus and a cross-cultural understanding on the issue of human rights, in order to provide the widest possible regime of protection,
5. Resolves to pass a resolution on the adoption of the draft covenant of rights and any drafted optional protocols into the corpus of international law, after the conclusion of requisite consultation and deliberation proceedings.
