The President of Tuscia is the head of state of Tuscia. The President is elected by an electoral college known as the Major Consiglio for a four-year term, which may be renewed twice. Under Tuscia's constitution of 1968 the president governs in partnership with the Prime Minister of Tuscia and the Council of Ten. The President's powers are limited to foreign affairs and the relation's of the government such as public events, declaring referendums upon relevant signatures and the confirmation of members of the Council of Ten which the President also serves as a member on. The current President is Ignazio Di Carlo of the Movimiente Democratica (MD), who was elected in 2020 and 2024 for a four-year terms.

History[edit | edit source]

The President of Tuscia was established as a successor role to the Gran Duomo, a position which was set for life and had executive power equal to a King. In 1968, a dual-referendum was held with the first question asking citizens to either accept the President of Tuscia as the head of state or defer to the line of succession to the Gran Duomo, which was inherited unless voter otherwise. The second question asked which of the candidates voters they would prefer to become President if the position was created. Antonio Regali of the FPST (Front Popolari Socjalista Tuscia) won 58.3% of the vote.


Election[edit | edit source]

The President is elected by the Major Consiglio, a body made up of members from every commune in the country as well as 200 electors allocated based on the makeup of the Minor Consiglo and the Senati. Voting is conducted in multiple rounds with the Major Consiglo themselves being elected by the citizens of each commune in 5-year terms. The Major Consiglo elections are scheduled a year-prior to give a mandate to the population. Candidates must be 30 years of age and nominated by a Major Consigilo member from each region of Tuscia as well as by a registered political party. This process has lead to less populist or extreme figures being nominated as support is required nationwide. Voting occurs over multiple rounds, with the first three requiring 2/3rds or 302 votes.

Duties and Functions[edit | edit source]

The President's greatest power is that of selecting a singular member of the Council of Ten per term. With term limits, and considering the fact the President serves on the Council, the maximum effect they can have is 3/10ths of the members. In the event, a member of the Council of Ten dies in office, which often happens and the President has already appointed there singular member, the Minor Coniglio votes as a body of 2,000 to select the new member. Additionally, the President has the ability to appoint or remove any one of the 250 "specialist" members which are officially delegated to various agencies, religious minorities and sectors of society.

Absence and Vacancies[edit | edit source]

In the event of the President's death or incapacitation, the Council of Ten assumes control of the executive branch until an election can occur. Legally there is no-required specifics for a replacement election besides that it must occur within a year of the President's death. This occurred in 2011 upon the death of Giuseppina Laspina with the Council of Ten waiting until the pre-scheduled 2012 Election.

Impeachment[edit | edit source]

The President can be impeached by either the Council of Ten with a vote of all 9 other members or the prosecution by a randomly selected jury from the Minor Consiglo. Charges may be drafted by the Senati, Major Consiglo and approved by a majority of either body.
