The State of Huscar Sun is a theocratic state based on the Huscar religion. The State is home to 5.5 million people living in largely rural communities or the in the capital of Suyn Central. Huscar Sun is a small state located in Caxcana and is largely ethnically homogenous to the Teh'anya Huscarians ethnic group.

History

Not much is known about the early history of Huscar Sun, and much of it may be mythical in nature. According to legend in 5,000 BCE, the Realm of Existence was created by Hus, he then retreated to heaven leaving holy spots in his wake. The first societies may have developed around 1000 BCE by the ancestral Huscarian people's who primarily foraged small plants and animals. By the year 200, small settlements began to built in Sak Valley, due to Sak River providing a key source of water for crops. Around the time, worhsip of a singular god named Hus or "The One" who is represented via the sun. Studying solar and astronomy was a key consideration of early societies who built large mud brick structures to align with the path of the sun, moon and stars.

The first clear date of Huscarian history at least in common years is 1480 dated as Year 1 of the Huscarian Cycle Calendar. This was the year State of Huscar Sun was formed by unifying several settlement's under the first Sapa Huscar or "Master of the Realm of Hus" due to his title. From then on the rules of government were passed from father to son, to maintain control through much of history. Sapa Huscar had many wives so that their bloodlines could remain. In 1660, the Sapa Civil War began when the sons of various mothers raised armies over spite for each other. There were the Chrichuani and the Sak-Te bands, which were the two most powerful clans. Seeking to hold control of the inland turquoise trade, the Costeno Empire held a conference in Puerto del Rio Sak, where a body known as the Realm Council was formed. The Realm Council would have representatives from each of the 8 bands, along with clerics of the Temani Hus.

The system lasted even as a Puerto del Rio Sak declared its independence as a city-state. In 1898, Sapa Tehyanhaki declared the Dominion of Huscar Sun. Over the next few decades, the nation modernized internally, creating a closed market economy and state planning of farming, roads, and water management. After Sapa Tehyanhaki, Sapa Alero, the first of the Meszito ethnic group, began a general program of reforms with more power for local authorities, and pushed for syncretic beliefs which combined Catholicism, Temani Hus, and Zindism. Alero also practiced neutrality during the Great War, as he allowed Daryan traders in the Dominion. After his death in 1973, a series of radical leaders took control, taking Puerto del Rio Sak by force in 1978 as Huscar moved to mineral and coal exports. In 1995, a large-scale drought crippled Huscar Sun, leading to brief riots over food and water allocation.

In 2015, Sapa Auquiay came to power of Huscar Sun, and he quickly created One Huscar TV to serve as a government media outlet. Additionally, tourism was promoted as he guided the country towards a careful balance of strict water and resource management, and also commercial ventures such as casinos, promoting cultural assets. In 2021, as inequality reached a historic high, a large-scale drought led to a massive peasant revolt, particularly in the Central region. Sapa Auquiay repressed the protests, yet he was soon assassinated by a bodyguard. This led to a successor, Sapa Hia'Ced, taking control and opening several desalination plants along Huscar's short coast. Additionally, the Council of the Realm was reformed to include various experts. Overall, outsiders have called Hia'Ced a technocrat and have continued the legacy of Sapa Alero.


Geography and Climate

Huscar is centered primarily along the Sak River, which is fed by various seasonal washes and rivers as well as snowmelt in the Chrichuani Mountains of the east. Huscar is extremely arid, with crop production only occurring through a carefully managed irrigation system. In the west, the narrow coastal region mostly consists of rocky coastline and the Sak River Delta, which are slightly more temperate. There are no natural lakes, with the Sapa Tehyanhaki Reservoir being the largest body of water. Nearby is Mt Tece Sapa Kah at 2,816 meters of elevation the highest point in Huscar; on the flip side, the lowest point the Wahak Fontok Depression, is at -72 meters.

Culture and Population

Huscar has around 5.5 million citizens, mostly in the valleys of the Vana River. The largest cities are Vana City with 750,000 people, Suyn Central with 500,000 people, Hurcan in the west with 300,00 people, and the City of the Sun with 250,000 people. Outside of these, there are a number of smaller towns and villages. Each village has a temple along with a local mayor and a local distribution center. Their distribution centers are the centerpieces of the economy of Huscar Sun. 75% of people are classified as Ethnically Huscarian, with the other 25% being classified as "lower groups" this term is only used in Huscar Sun, but it means the various other ethnic groups, many of which are in servitude to the government. Huscarian culture is very homogenous, with so-called "outsider culture" banned, Religion is the centerpiece of much of culture as it's a part of everyday life, your attendance at the temple reflects on how society sees you. If you attend the temple sparsely society will look down upon you. The arts are very limited outside of those organized by the Sapa Huscar Bureau, with media often being state-owned, talent in arts or sport is projected at a young age and capitalized on in various camps. This is done to promote nationalism as success in arts and in sports is met with national attention. Socially most Huscarians are conservatives, with divorce, contraception, and homosexuality being illegal. The largest minority groups include the Anuca, who live in northern regions. The Lanai people, who practice the Ulmayaq variant Sapa Hau, the Ulmayaq branch split off after the schism of 1768, when followers of Almyaya Ulmayaq proclaimed that the Panther Dominion had merged with other plans of being.

Government

The Sapa Huscar or Lord of the Realm of Huscar Sun is the chief executive, selected until 2021 by just the Council of the Realm and since then by a joint electoral college of the Council of the Realm as well as representatives from each of the 8 regions of Huscar Sun elected locally. Prior to 2021, the Sapa Huscar was believed to be infallible by law and thus had the authority to overrule any law drafted by the Council of the Realm. This comes from the belief that Hus, the supreme being in the universe, had granted authority to the Sapa Huscar. Yet, recent theological developments as well as political developments have led to new laws which state the Sapa Huscar does not hold infallibility, and a Council of Justice was created to challenge the legality of laws.

The legislative body of Huscar Sun is the Realm Council, 33% are lifetime clergy and medicine women, 33% are elected by local temples of the Sapu Hus Order, and 33% are elected by proportional representation. The Realm Council is largely tasked with managing state agencies, the military, and drafting the annual budget. In a local sense, planning committees are bodies that are elected by citizens and managed by a clergy member. These planning committees make decisions based on decrees by the Sapa Huscar.

Economy

Huscar Sun is managed as a planned state economy, with all businesses required to be registered with a local planning committee. In recent years, large corporations have emerged in special economic zones, and these are typically taxed little and dominate the tourism and leisure sectors. State-owned companies make up a large share of all economic activity, with all farms being required to provide the Central Resource Bank (CRB) with a certain amount of resources per season. This is meant to counteract droughts or poor conditions so that a general supply of food can be provided. Additional water is an essential resource and thus managed by Wa'hani State Resources, which allocates water amounts per person, with strict penalties for overusage. Despite recent advancements, Huscar Sun is considered a semi-industrialized developing country due to a low standard of living in rural areas and an average yearly wage of around 2,900 Sanctarian Marks or 345,700 Huscarian Ta'all


Security and Military

Military Service is mandatory for 18-year-olds and you either must join a military agency or attend highly-selective colleges within the Sapa Hau. The Sapa Hau at its most basic level has its own guards that were orange and often perform basic arrests, above them is the Panther Guard which is much more armed and often is used in prisons or in against armed groups. There also is the Sapa Hau Services Unit which often does simple security or repair work. There is also the Huscar Miltary which is mostly reserved and often serves in prisons or work camps and do patrols of the country. There is also a Navy and an Air Force, combined these in-service units equal around 200,000 people, with almost 1 million in reserve units, in wartime every person older than 18 and under 50 can be auto-drafted into service.
