The Union of Caxcanan States (Eirian: Unija de Valsei Kaškanacasei, Huenyan: Tlacetilīztli Tlahtohcāyōtl Caxcanacatl), otherwise known as the Caxcanan Union, is a supranational economic and defensive alliance of Eiria, Huenya, Auria, and Manabí Rive, with Milintica having been a former founding member before their exit from the alliance in 2024.

Institutions[edit | edit source]

Initially after its foundation in 2021, the UCS functioned primarily as a defensive pact, with member states negotiating and collaborating with each other via standard diplomatic channels. However, after the withdrawal of Milintica from the alliance in late 2024, leaders from the four remaining states devised the Treaty on the Creation of Institutions of the Union of Caxcanan States, informally called the Dassault Treaty. This treaty formed four primary institutions, expanding the union into a unique supranational entity of its own and granting the union a host of new powers and policy competencies.

The executive body of the Union, created by the Dassault Treaty, is the Caxcanan Policy Council. This council of twelve ministers oversees Union policy implementation, Union staff administration, and the integration of national and UCS public policy. The council is headed by a First Minister, a role currently taken by Eirian academic Lilija Lang.

The legislative functions of the Union are undertaken by the Caxcanan Assembly, a body of 300 legislators elected from the four Caxcanan member states. 168 seats have been allotted to Eiria, 97 to Huenya, 25 to Auria, and 10 to Manabí Rive, with each Member of the Caxcanan Assembly (MCA) being elected according to their own nation's electoral system. The judicial powers of the UCS belong to the Caxcanan High Court, a body of 12 justices (3 from each nation) that has the responsibility to arbitrate on issues relating to Union law. The Court is presided over by a Chief Justice, who is elected through an anonymous vote of the justices. The Court has the power to rule on matters where national and Union law conflict, as well as to interpret laws passed by the Caxcanan Assembly and treaties related to the UCS.
