The Chavez Doctrine is a 118-page report originally written by dissent members of the Center Party and published by the New Liverpool Daily after it was leaked by an unknown Center Party whistleblower. The Chavez Doctrine warns of Joseph Chavez and a growing group of political leaders across the spectrum. The doctrine details potential means by which Chavez and other leaders would be removed from political power. The doctrine's release led to Joseph Chavez forming the National Alliance.

Background

Joseph Chavez had been active in the Center Party since 2006, rising to Minister for Transport in 2012 under the Center-Green-Conservative coalition. From his initial appointment, there were questions raised publically and privately about Chavez's personal background. These questions were raised after a 2013 report by the right-wing news channel, The Blue Oak. The report brought up a 1996 police report where Chavez was reported to be a collaborator in an attempted carjacking. Although Chavez was never arrested, he served 100 hours of community service administered by the local Rivers Ward Council. In response, Chavez admitted the incident was teen stupidity by some friends whom he was involved with. Chavez denied any past or present relations with organized criminal elements.

In 2016, Chavez ran in the Center Party Presidential Primary against Joseph Zhang who was the incumbent. In a rare incident, Zhang ran attack ads against Chavez in certain provinces. This defied the usual non-competitiveness of primaries and led to a growing bloc in opposition to Chavez. Supporters of Chavez called the personal attacks "class-based attacks based on stereotypes". Chavez had lived in public housing within the Rivers Ward throughout his early life, housing projects known for gang activity. However, Chavez received a majority of votes and thus delegates at the Center Party Convention. It's believed this incident led to the start of the Chavez Doctrine's conception.

Content

The Chavez Doctrine was originally created as a physical 110-page report on Joseph Chavez and his political allies. Although much is original text, the report contains several police and physiological reports. The first several pages describe the dangers of a Chavez Presidency in terms of policy and action, and the death of "the political order". The report then follows a chronological description of Chavez's life and potential political controversies against him. This includes an elementary school behavioral report that describes Chavez as "un-caring and un-willing for others". The most detailed incident is a 1996 police report by the River's Ward PD of a series of carjackings reported at the Port of New Liverpool. Chavez was listed as a co-conspirator in the stealing and re-sale of imported cars. Following is an argument using the report and information on known criminal groups to place Chavez as a member of these groups. The report goes on to argue that Chavez remains connected with several known criminals such as his cousin, Luis Estevez. The report repeats a conspiracy theory that Chavez rigged the 2016 Center Party Primary for himself and that he also put unqualified candidates on Party lists.

Reaction

The New Liverpool PD began an investigation as the authors suggested political manipulation and kidnapping as possible bribes for Chavez to resign if political scandals did not. There also was a brief investigation of the New Liverpool Daily, as the original report was confidential Parliamentary material. The charge was thrown out by a judge who declared that since the report had not been shared privately, laws concerning government documents did not apply. In the end, MPS Elle Zhou and Paul Fabregas were arrested in 2018 and charged in 2020 with intended political manipulation, kidnapping, and planned violent acts against a government official. They were both sentenced to 10 years in prison. Nicholas Chen and Aubery Lewis, who gathered documents for the report were charged with nefarious and improper use and sentenced to 30 months each with 5 years of probation.

In the immediate aftermath, Nicholas Chen admitted involvement and resigned on August 30th, 2017, and was subsequently removed from the Center Party. In addition, several Center MPs also resigned or refused to run for re-election over failure to report the Chavez Doctrine to the police. Due to Chavez's role as Party Chair, an election was held in October 2017 and which Joseph Zhang was elected with 62% of the vote.
