AFFIDU (English: Association Football Federation of the International Democratic Union, French: Fédération de football associatif de l'Union démocratique internationale, German: Verband Fußballverband der Internationalen Demokratischen Union) is the international governing body of association football, fútsal, beach soccer, and efootball. It is the highest governing body of football.

The Four Continental Confederations

Besides its worldwide institutions, there are four confederations recognized by AFFIDU, as subsidiaries of the AFFIDU, which oversee the game in the four continents of the world. National associations, and not the continental confederations, are members of the AFFIDU. The continental confederations are provided for in the AFFIDU's statutes, and membership of a confederation is a prerequisite to AFFIDU membership.

International Council of Football Development

The International Council of Football Development (ICFD) is the body that determines the codified rules of Association Football globally i.e, the Laws of the Game. ICFD predates the AFFIDU, being formed in 1908, to agree standardized laws for international competition, and has since acted as the "guardian" of the internationally used laws. Since its establishment in 1904, AFFIDU, the sport's top governing body, has recognized IFAB's jurisdiction over the Laws. It is currently a semi-independent body under the jurisdiction of the AFFIDU, with the Council's membership consisting of the four continental confederations, with each continental confederation, during their annual meetings, electing their representatives to the ICFD.

Amendments to the laws require a 2/3rd's super-majority vote, with the AFFIDU in conjunction with the ICFD leadership determining what amendments are presented for official votes during the ICFD Annual General Meeting. This arrangement has led analysts to discern that the ICFD, by design, has a highly conservative attitude regarding changes to the Laws of the Game, especially in the game's current "modern" state.
