The Federal Intelligence Agency, commonly known as the FIA, is the domestic counter-intelligence and security service of Sanctaria, tasked mainly to counter terrorism and espionage within Sanctaria. The FIA is one of three Sanctarian intelligence agencies, and the Director of the Federal Intelligence Agency is directly accountable to the Secretary for Homeland Security.

The Federal Intelligence Agency was established in 2022, replacing the Homeland Security Bureau as Sanctaria's primary domestic intelligence agency.[1] The creation of the FIA was driven by a recognition that the threats facing Sanctaria's national security had evolved, and that a more robust and coordinated domestic counter-intelligence agency was needed to address these threats.

Prior to the establishment of the FIA, domestic intelligence in Sanctaria was the responsibility of the Homeland Security Bureau, which had been a part of the Sanctarian Federal Police, and prior to federalisation the Sanctarian Police Force. The Sanctarian Intelligence Service had already been in existence since 1976, but its mission and purview was limited to operation outside of Sanctaria's jurisdiction. It was recognised that this lack of an independent domestic intelligence agency was inadequate for the country's needs, and the Federal Intelligence Agency was created.

The FIA was established under the Federal Intelligence Agency Act of 2022, which was passed by both houses of the Parliament of Sanctaria and signed into law by President Katherine Saunders. The act provided for the creation of a new intelligence agency, and outlined the agency's mission, responsibilities, and organizational structure.

Mission and responsibilities[edit | edit source]

The FIA's primary mission is to protect Sanctaria's national security by providing timely and accurate intelligence to government agencies and law enforcement. The agency also has a responsibility to safeguard the civil liberties of Sanctarian citizens, and to ensure that its intelligence activities are conducted in a manner that is consistent with the country's democratic values and legal framework.

To fulfill its mission, the FIA is responsible for a range of activities, including:

  • Conducting intelligence operations to identify and prevent threats to Sanctaria's national security;
  • Coordinating intelligence activities with other government agencies;
  • Developing and maintaining intelligence databases and information systems;
  • Conducting counterintelligence operations to prevent foreign intelligence services from collecting information about Sanctaria's national security interests;
  • Providing intelligence support to law enforcement;
  • Conducting threat assessments and producing intelligence reports on potential threats to Sanctaria's national security.

Organisation and structure[edit | edit source]

The Federal Intelligence Agency is headed by a Director who is nominated by the Government of Sanctaria, and confirmed by the Senate. The Director is responsible for the overall management and direction of the agency, and reports directly to the Secretary for Homeland Security.

The FIA is divided into several divisions, each responsible for a specific area of intelligence collection and analysis. These divisions are:

  • Office of the Director of the FIA
    • Counterintelligence Division
    • Counterterrorism Division
    • Cybersecurity Division
    • Intelligence Operations Division

The Counterintelligence Directorate is responsible for identifying and neutralizing threats to Sanctarian national security from foreign intelligence services and other foreign entities. It is also responsible for preventing the leakage of sensitive information from within the Sanctarian government.

The Counterterrorism Directorate is responsible for detecting and preventing acts of terrorism within Sanctaria. It works closely with other law enforcement agencies to identify and disrupt terrorist plots before they can be carried out.

The Cybersecurity Directorate is responsible for protecting Sanctarian government systems and infrastructure from cyber-attacks. It also works to prevent cyber-attacks on private sector entities that are deemed critical to Sanctarian national security.

The Intelligence Operations Directorate is responsible for collecting, analysing, and disseminating intelligence on potential threats to Sanctarian national security.

Oversight[edit | edit source]

The Federal Intelligence Agency is subject to oversight by the select sub-committees on Intelligence in both the House of Deputies and the Senate of the Sanctarian parliament. These committees are responsible for ensuring that the agency operates within the law and is held accountable for its actions. The Secretary for Homeland Security is the government official ultimately responsible for the Federal Intelligence Agency and may be questioned by the parliamentary committees on its business.
