The one-party period of Lehvant began during the implementation of Kamran's Sunshine Reforms in 1977. The Union for Collective Progress (UCP) was the only party between 1975 and 1997, when the Development Party was established. After winning the first multiparty elections in 1998 by a landslide, the Union for Collective Progress lost the majority to the Development Party in the 2002 elections. During the one-party period, President Mehdi Kamran repeatedly requested that opposition parties be established against the Union for Collective Progress in order to transition into multi-party democracy. Despite Kamran's efforts in establishing a self-propagating multi-party system during his presidency, this was only established after his death in 1992.
