Emetsi Hhute Chavatsy, born Emetsi Njuva Hhute, was a Tsiba politician and founder of the Green Party. In 1993 she joined Beshootsu Pyvupi's Shooda-Tsiba Patseda, eventually rising to the position of Master Sergeant. In 2004 she became the second Mayor of Davapu after defeating the sitting mayor Kyne Nzatizeneya. In 2006 she succeeded Oscar Itsihe as Representative 42 of Tsibitsy. In 2008, with the legalization of opposition parties, she founded the Green Party of Tsiba. She served as Leader of the Party until 2014, when she lost the party elections to Benya Marie Sherman. She retired from politics the same year and died of lymphoma in 2016.
Early Life and Career
Chavatsy was born in the village of Piby'o in Duchavo in 1960 to Alexander Wache Hhute, a Bacada farmer and retired soldier who served the Tsiba army in the Tsiba War of Independece, and Emily Hhute. She was the third of eight children and grew up working on her parents' farm. In 1993 she and her older brother, Dumateyi Lefu Hhute, joined Beshootsu Pyvupi's army after the rest of her family was murdered in the Bacada Genocide.
Political Career
In 2004 Chavatsy ran as Mayor of Davapu against Kyne Nzatizeneya and Ishumite Steinem. She won with 42% of the vote. As Mayor she championed agricultural rights and the rights of women.
In 2006 Representative 42 of Tsibitsy Oscar Itsihe resigned from office and a special election was held to replace him. Chavatsy ran on a platform of decentralization and agricultural prioritization. She won with 67% of votes against Litifahe Cati Ndetha.
Chavatsy founded the Green Party of Tsiba, a centrist agrarian party based in Davapu, when opposition parties were legalized in 2008. Chavatsy served as Leader of the Party from 2008 to 2014. Under her leadership the party became the second most successful at passing legislation, behind only the Shooda-Tsiba.
Personal Life
Chavatsy married her husband, Wanachama Chavatsy, a fellow member of the STP, in 1997. The couple had four children, including General Themaninaweza Chavatsy.
Chavatsy was an outspoken member of both the Bacada minority and the Protestant minority of Tsiba.
Chavatsy was diagnosed with Stage 4 Lymphoma in January of 2016 and died in April of that year in her home in Davapu. She is buried in Shipuva Memorial Cemetary.
