Huānoch is the capital and third-largest city of Milintica (by population). Its metropolitan area is the second-largest in the country, with only the port city of Ōmaru being larger.

History

Huānoch was first founded in 1387 by Huenyan refugees who had fled the conquest of their homeland by Xiomera. The city would slowly grow as the center of the Huenyan population on what was known as Te Whare-kai-atua by the native Paora population. The city would take on greater importance when it was declared the capital of the newly unified Milintican state in 1812. Unlike cities such as Ōmaru or Utlamec, Huānoch would never develop a large industrial base. The city would instead become significant mainly as a center of government and politics.

Geography

Huānoch is located on a gentle, low-lying plain that is geographically distinct from the mountainous and hilly terrain found in northern and western Milintica. Like the rest of the country, Huānoch has a cold and windy maritime climate. A combination of rainfall and light snowfall is common throughout the year. Mean monthly temperatures vary from between 30 °F during the winter months to 48 °F in the summer months.

Areas

Huānoch is divided into seven districts.

  • The Keretene District is the main business area of the city. It is also the location of most of the offices and important buildings of the Milintican government. The Representative Assembly Chambers and Haven House, the Presidential residence, are prominently located in the center of the district. Most embassies and international organizations present in Milintica are also based out of Keretene. The historic landing site of the Huenyan refugees at Point Neltzal is also located here. The highest-quality housing in the capital, mostly allocated to government officials and foreign diplomats, is located in Keretene.
  • The Tlahuani District is the oldest residential neighborhood in Huānoch, located just to the north of Keretene. It is composed of a mix of buildings dating from the 1800s to the 1940s, as well as some newer apartment block towers built from the late 1950s to the early 1970s. Tlahuani is the poorest and roughest section of Huānoch. The largest prison in Milintica, the Xihuitl Detention Center, is located here.
  • The Waaka District is a service area for the city, and is home to a large number of shops and government-run businesses. The largest market in the city, the Hohepa Market, is located in Waaka.
  • The Puhipi District houses the majority of Huānoch's institutions of higher education. The State University of Huānoch, the largest university in Milintica, is located in Puhipi. Several of the specialized schools that are part of the System of Peoples' Institutes are also located in Puhipi. This district also has a large number of medical and recreational facilities. The largest stadium in Milintica, the 42,000-seat Red Star Stadium, is in this district.
  • The Iccauhnite District houses many of the capital's entertainment centers and stores. The State Theatre of Milintica and the Milintican Peoples' Museum are the most significant landmarks. The state-run Aperahama department store chain has its largest location in Iccauhnite. The majority of the capital's hotels and hostels are located here as well.
  • The Herangi District is the sole industrial center in the capital, It has a mix of small and large factories and manufacturing centers, as well as agricultural centers. Herangi is also the site of several massive apartment blocks built from the 1960s to the 1980s by successive governments to provide cheap housing to Huānoch's masses.
  • The Zelnya District is the newest section of Huānoch. It is a mix of single-family homes and apartment towers, with some small businesses and industrial concerns. Zelnya is the fastest-growing section of the capital, with multiple new housing projects built by the government from 1993 to the present. Zelnya is popular because it is one of the few areas of Huānoch where single-family homes can be found (outside of Keretene and Tlahuani). Residents of Zelnya, however, often complain that the housing there was built too cheaply and quickly by the local and national governments. Complaints range from mild annoyances to serious health and safety concerns. The collapse of the Pekama Tower housing block in 2014, a building collapse blamed on inadequate construction, occurred in Zelnya.

Politics

With the banning of political parties not allied with the Milintican Communist Party, the municipal government of Huānoch is made up entirely of MCP officials. The eight-member Huānoch City Council is led by Mayor Maia Arono, a MCP politician since 2025. Huānoch municipal officials are elected every four years.

Transit

The capital is served by Ao Marire Memorial International Airport, the largest airport in Milintica. It was built in 1974 to replace several smaller airfields around the capital. It handles approximately 4 million passengers yearly.

Inter-city service is handled by the State Transportation System. Both bus and rail lines link Huānoch to the rest of Milintica.

Local transit service is provided by the Huānoch Transit Authority. The authority runs multiple bus routes throughout the city. It also runs the Sky Star system of aerial cable cars that serves as another urban transit system for the capital. Sky Star was built to provide an alternative to bypass the notorious gridlock of Huānoch's roads and highways, which are inadequate for the amount of traffic they carry.

Economy

Huānoch's economy is almost entirely based on the government and educational presence in the city, as well as that generated from serving foreign nationals as the diplomatic center of Milintica. The service sector in Huānoch is also a large share of the economy. A very small industrial sector provides some jobs for Huānoch's residents outside of those sectors.

Education

Huānoch is served by the State Educational District #1, which handles Level 1 to Level 3 schooling (similar to elementary, junior and high schools in other countries).

Higher education is performed by the State University of Huānoch and the specialized schools of the System of Peoples' Institutes.

Sports

The Huānoch FC football club (the Red Sharks) is the most prominent athletic team in the city. Huānoch FC is the most successful team in the National League, Milintica's professional football league.

Several other professional and semi-professional teams in various sports exist, and recreational sports are also highly popular. Recreational sports teams are sponsored by the Peoples' Health League, a division of the Ministry of Public Welfare and Wellbeing.

Culture

Huānoch is home to some of the most important cultural institutions in Milintica, as well as a thriving college sector. Despite this, Huānoch's status as mainly a center of government has left the city with a distinctly sterile culture. Milinticans often label Huānoch "the least interesting important city in the country". For those not affiliated with the government, Huānoch has developed a reputation among Milinticans as a city that one only goes to if one has to conduct business there.

Outside of large cultural institutions such as the State Theatre and the Peoples' Museum, culture is mainly handled by the Peoples' Houses. These community centers run by the Ministry of Culture are local hubs for cultural and social life. The Peoples' Houses host various performances, screenings and exhibitions. They also provide classes for continuing education, as well as hobbies. The Peoples' Houses also host events for people in the community to meet and gather, such as dances and dinner events.

While private cultural venues do exist, they are often highly monitored by the Milintican government since the MCP assumed power in the country.
