The Chavez Doctrine is a 118-page report originally written by dissent members of the Center Party and published by the New Liverpool Daily after it was leaked by an unknown Center Party whistleblower. The Chavez Doctrine warns of Joseph Chavez and a growing group of political leaders across the spectrum. The doctrine details potential means by which Chavez and other leaders would be removed from political power. The doctrine's release led to Joseph Chavez forming the National Alliance (Slokais).
