The Sanctarian Ambassador to the World Assembly is the leader of the Sanctarian delegation to the World Assembly. The position is established in legislation as the "Permanent Representative of the Divine Federation of Sanctaria to the World Assembly, with the rank and status of Ambassador Extraordinary and Plenipotentiary"; it is more commonly referred to as the Ambassador to the World Assembly, however.

The Sanctarian Ambassador is charged with representing Sanctaria in the both General Assembly and in the Security Council in the World Assembly; since the establishment of the Security Council, however, representatives from the Divine Federation have had a policy of boycotting the body due to what successive Sanctarian governments have perceived as problematic working practices. Like all Ambassadors from Sanctaria, he or she must be nominated by Government of Sanctaria and confirmed by the Senate before being appointed by the President of the Divine Federation.

The United Nations was established in early November 2002 with Sanctaria's then-government, led by Prime Minister Charles Dawson, an eager supporter of the world body; the government quickly moved to have Sanctaria become a member state, with Parliament ratifying the requisite membership accords by mid-November 2002. The question of Sanctaria's representation in the body was an important one, particularly since the United Nations had the ability to pass legislation for its member states, Sanctaria included. It was decided at a cabinet meeting shortly before ascension on 01 December 2002 that a member of the Sanctarian government party would be appointed as a junior minister in the Department of Foreign Affairs with responsibility for the United Nations; they would be responsible for relaying Sanctarian support, opposition, or influence as necessary on particular resolutions. Nick Mitchell, a Sanctarian Conservative Party member of the House of Deputies was appointed as the first Minister for the United Nations.

In April 2008, the UN collapsed and was replaced with the World Assembly. The Sanctarian government at the time decided to continue its representation with a government minister and asked the then incumbent, Dr. George Merlinson to continue on in his position albeit with the new title of Minister for the World Assembly. Merlinson agreed and held the post for a further two years.

In December 2010, Prime Minister Joshua Turner held a reshuffle of his cabinet ministers and moved Merlinson from his position as Minister for the World Assembly. While he did appoint an acting Minister, Turner ultimately decided it would be better if a career diplomat was Sanctaria's representative in the World Assembly. Previous Ministers had complained that being in the international body took them away from Parliament and away from their constituencies, thereby leaving them vulnerable at election-time. Turner nominated Dr. Christian Ferguson, a civil servant in the Department of Foreign Affairs, to be the first Sanctarian Ambassador to the World Assembly, though the fifth ever representative of Sanctaria in that body. Ferguson was appointed by the President on 28 January 2011.

After constitutional changes in 2012, nominees for the post of Ambassador to the World Assembly must win the support of the Senate before being eligible for appointment to the role.

Duties[edit | edit source]

Sanctarian Ambassadors to the World Assembly have a limited, but labour intensive, set of duties. They are assisted in these duties by junior diplomats and civil servants seconded to the mission by the Department of Foreign Affairs. Such duties include:

  • Representing Sanctarian interests in the General Assembly, and in the Security Council[1]
  • Preparation, drafting, and submission of legislation pursuant to Sanctarian interests, if necessary
  • Voting on resolutions before the World Assembly
  • Engaging with resolution authors during drafting and during debates to ensure resolutions are favourable to Sanctaria

On occasion, Sanctaria may serve as the regional delegate[2] for the International Democratic Union; on these occasions, the Sanctarian Ambassador to the World Assembly has additional administrative and voting duties.
