The Huenyan Intervention Program (HIP) is the umbrella program for several efforts conducted by nationals of [[Huenya]] to counter and attack the Imperial regime in [[Xiomera]]. The program is officially not government sanctioned or sponsored, in order to avoid giving the Xiomeran government an official cause to retaliate. However, behind the scenes, the program is heavily supported by the Federal Intelligence Service, the Huenyan military, and the Huenyan royal family.

The second of the HIP units to be created, the Guardians were formed as a response to the increasing losses that Deliverer missions were encountering in the second half of 2022. Xiomeran military and intelligence forces had grown much better at intercepting Deliverer missions, resulting in many Deliverers and their intended rescues being captured or killed. The Guardians are trained to help fight off Imperial forces long enough for the Deliverers they are escorting to escape, and sacrifice themselves if necessary for the success of the rescue mission.
