In 2013, Patrick Gonzalez, incumbent representative for Ventura's 47th District, died in a car crash after serving just one year in office. Ridgeway resigned as a deputy attorney general and registered as a member of the Farmer-Labor Party to enter the special election for the seat. Ridgeway won a highly contested jungle primary with the help of local political endorsements, his Victoria connections, and grassroots organizing skills. His opponent, Mary Scott, the Ventura Senate's majority leader, was considered the front runner because her strong network and Liberal Party affiliation in a center-left leaning district. 

Ridgeway called for middle class tax cuts, more funding for schools in urban San Fierro and Bay Shore, and greater federal subsidies for the area's industrial and manufacturing base. He tried to balance the more moderate disposition of the exurban neighborhoods with the more liberal tendencies of urban Bay Shore and San Fierro. 

In the jungle primary, Scott ranked first with 53% and Ridgeway ranked second with 45%. In the general election, Ridgeway defeated Scott 52%-48%.
