On May 25, several divisions of the PNDS fired on other military divisions<ref>https://media.idugov.com/2023/05/25/situation-escalates-in-roucourt/</ref>. On May 28, 2023, the [[People's and Nations Defense Squadron]] announced they were separating from Roucourt<ref>https://media.idugov.com/2023/05/28/the-pnda-separates-from-roucourt/</ref>, and immediately began rounding up members of the National People’s Militia and others deemed 'weak'. Their leader General [[Dubrevsky Yelisey]] stated that the territory held by the PNDS was now an independent country. Xiomera quickly announced a so-called "humanitarian intervention", sending military forces to the country<ref>https://media.idugov.com/2023/05/28/xiomera-intervenes-in-roucourt/</ref>.

The following day, the situation developed into a full-on civil war, with a number of other factions declaring themselves independent states, including three democratic groups: the [[Magnitovat Federation]], a conservative democratic faction which has had resistance fighters for three decades; the Democratic Republic of Lyudedovo which desires a socialist democracy, and the Republic of Neftelkovo, a liberal-democratic faction which is friendly with Lyudedovo<ref>https://media.idugov.com/2023/05/29/roucourt-descends-into-civil-war/</ref>. Also attempting to split from Roucourt were the [[Anti-Rossorganain League]], a genocidal group; and the [[Free Women's Republic]] which desires [[Gynarchy]].

With multiple nations calling for calm, including [[Sanctaria]]<ref>https://media.idugov.com/2023/05/29/stewart-calls-for-calm-amidst-roucourt-civil-war/</ref> and [[Lauchenoiria]]<ref>https://media.idugov.com/2023/05/29/left-alliance-leader-urges-alvarez-to-address-roucourt-war/</ref>; [[Slokais Islands]] announced their intention to patrol the waters south of Roucourt to "counter the Xiomeran presence"<ref>https://media.idugov.com/2023/05/29/slokais-islands-reacts-to-the-conflict-in-roucourt/</ref>. A day later, a ceasefire was reached thank to the government of [[Haesan]] which managed to briefly halt the fighting, allowing the [[League of IDU Nations]] to begin discussions on the situation<ref>https://media.idugov.com/2023/05/30/ceasefire-reached-in-roucourt/</ref>. Two days later, [[Xiomera]] retaliated against the PNDS for shelling their camps<ref>https://media.idugov.com/2023/06/07/xiomera-retaliates-against-pnds/</ref>. On June 17, the Maximovich government accepted support from [[Doatia]] to negotiate a deal with the democratic factions, bypassing LIDUN<ref>https://media.idugov.com/2023/06/17/roucourt-officially-accepts-doatian-support/</ref>. In response, Xiomera announced that they would be withdrawing from Roucourt, however instead moved south to secure a number of platinum mines<ref>https://media.idugov.com/2023/06/18/xiomera-to-withdraw-from-roucourt/</ref>. On June 22, Doatia began airstrikes against the PNDS and ARL<ref>https://media.idugov.com/2023/06/22/doatia-launches-several-air-strikes-against-pnds-arl/</ref><ref>https://media.idugov.com/2023/06/22/under-cover-of-darkness-doatia-launches-additional-air-strikes-against-pnds-and-arl/</ref>.
